Many projects "waiting" for landfill materials
The construction project to open a new connecting road, from Provincial Road 292 through An Ha Industrial Park, Tien Luc Commune to the Northeast Belt Road, Bac Giang Ward is a key traffic project under construction. This route is 15.3 km long, with a road surface of 11 m wide, passing through the communes of Kep, Lang Giang, Tien Luc, My Thai; the total investment is nearly 410 billion VND from the state budget. According to the plan, the project is expected to be completed by the end of this year. These days, at the construction site, there are more than 30 engineers and workers constructing the road and canal overpass items, but the roadbed embankment is temporarily suspended due to lack of land for leveling.

Mr. Nguyen Ba Son, the officer in charge of construction site engineering, said: “According to calculations, the above project needs 85 thousand cubic meters of soil to build the roadbed. Currently, the contractor has only purchased 30 thousand cubic meters of soil, the rest is lacking because there are few quarries in the area. If this situation continues, it could lead to delays, making it difficult to reach the finish line as planned.”
Similarly, the Ring Road 4 - Capital Region project, the 35.3 km long section through Bac Ninh province, passing through Thuan Thanh, Que Vo wards and Gia Binh commune with an allocated capital of nearly VND5,200 billion, is also facing difficulties in land leveling. According to the contractor's representative, the three bidding packages No.14, 15, 16 of the project have been deployed simultaneously, achieving nearly 40% of the total construction and installation value. The items of box culverts, overpasses, and underpasses for people are under construction; the roadbed requires a large amount of land leveling but lacks supply because Bac Ninh province (previously) did not have a land mine, while the cost of transporting land from other provinces is too high, making it difficult for the contractor to manage.
Not only traffic works, the Tan Chung residential area project in Le Vien commune, with an area of 4 hectares, started construction in April this year but had to be temporarily suspended due to a lack of more than 54,000 m3 of land for leveling. Similarly, the project to renovate and build a new concrete road from Tuan Dao commune to Deo Gia commune, 3.3 km long, started in October 2023, is also behind schedule due to a lack of tens of thousands of m3 of land for leveling. According to preliminary statistics from the functional sector, the whole province currently has about 20 traffic infrastructure works and residential areas lacking land for leveling with a volume of hundreds of thousands of m3 .
Do not let the project wait for land
The main reason for this situation is the limited source of land for filling in the province. According to the Department of Agriculture and Environment, the province currently has 33 mines with valid mining licenses, with a total reserve of more than 40 million m3 and an exploitation capacity of more than 7.9 million m3 /year. Of these, only 20 mines are in operation, with a permitted exploitation capacity of nearly 3.7 million m3 /year. The remaining mines have been temporarily suspended due to the lack of land lease. The province currently has 165 mines in the planning but have not been granted licenses.

The lack of land for leveling can lead to many key projects extending construction time, increasing investment costs, affecting the overall progress of the infrastructure development plan, the goal of attracting investment and economic development of the province. Faced with this reality, the Provincial People's Committee directed sectors and localities to synchronously deploy solutions to ensure the supply of materials. Specifically, on July 25, 2025, the Chairman of the Provincial People's Committee issued Official Dispatch No. 686/UBND-KTN on focusing on removing obstacles in licensing and exploiting minerals for common construction materials (soil, stone, sand, gravel). This document demonstrates the province's determination to solve the "bottleneck" of land for leveling, in order to ensure the progress of key infrastructure projects.
Accordingly, the Chairman of the Provincial People's Committee requested the Department of Finance to focus on removing obstacles in approving investment policies for projects on exploiting land for leveling; advise the Chairman of the Provincial People's Committee to report and propose competent authorities to consider adjusting and supplementing the Bac Ninh Provincial Planning according to regulations. The Department of Agriculture and Environment advises the Chairman of the Provincial People's Committee to issue and adjust the content of mining licenses for leveling land, sand and gravel mines to ensure conditions according to regulations; implement the plan to auction the right to exploit minerals for common construction materials...
Mr. Ngo Tri Dung, Head of the Department of Natural Resources and Minerals (Department of Agriculture and Environment) said that in order to increase the supply of land for filling, based on the review and report of the relevant agencies, in mid-July, the Provincial People's Committee allowed the adjustment of the mineral exploitation capacity according to the license granted in 2024 for Anh Hien Trading and Service Company Limited, Kep Commune from 300 thousand m3 /year to more than 736 thousand m3 /year. Along with that, the province allowed Hoang Co Company Limited, Luc Nam Commune to explore and upgrade reserves, adjusting the land exploitation capacity in the Cua Khuon slope area, Quynh Ca village, Nghia Phuong Commune from 150 thousand m3 to 360 thousand m3 /year.
Recently, the Department of Agriculture and Environment decided to recognize mineral reserves in the report on exploration results, upgrading the leveled soil reserves at some mine sites in Lien Chung and Minh Duc communes to serve as a basis for preparing dossiers to adjust licenses, designs, and extend mining time. The Department coordinated with the Department of Finance to guide enterprises to adjust licenses to increase mining capacity; advised the Provincial People's Committee to issue new mining licenses in the third quarter of this year.
In parallel with the above solution, to facilitate businesses, according to Official Dispatch No. 686, the Chairman of the Provincial People's Committee agreed in principle to allow the introduction of many solutions to facilitate businesses. Accordingly, the land fill, sand and gravel mines that have been granted mineral exploitation licenses before July 1, 2025 (through the form of no auction in the old Bac Giang province) if still valid will be provided for projects using the state budget (traffic works, irrigation works), urgent public investment projects, works under the national target program in Bac Ninh province without having to adjust or supplement the license. The province also agreed in principle to remove obstacles to land use in land fill exploitation activities, in the direction of: Not having to carry out procedures for land recovery, change of land use purpose, land lease. However, the mine owner must have a civil agreement with families and individuals who have the right to use land in the project area during the licensed period...
With the drastic direction of the province and the synchronous coordination of sectors, localities and enterprises, we believe that the "bottleneck" of lack of land for leveling will soon be resolved, creating conditions for key projects to be quickly completed, bringing practical benefits to the people and socio-economic development.
