Meeting scene.

The meeting aims to evaluate the results of the implementation of tasks in the first months of the year and direct key tasks in the last months of 2025 and the coming time. The Steering Committee for resolving difficulties and problems of backlogged projects was established by the Prime Minister in Decision No. 751/QD-TTg dated April 11, 2025 on the basis of merging steering committees and working groups with the same functions and tasks.

The Head of the Steering Committee is the Permanent Deputy Prime Minister Nguyen Hoa Binh , the Ministry of Finance is assigned to be the Standing Agency of the Steering Committee. Immediately after being established in April 2025, the Steering Committee 751 under the direct leadership of the Permanent Deputy Prime Minister Nguyen Hoa Binh, Head of the Steering Committee, has urgently deployed, implemented and completed a large volume of assigned tasks.

Specifically, the Steering Committee has deployed the construction and completion of a database system on the infrastructure platform of the Public Investment System (System 751) so that ministries, branches and localities can directly and proactively update information and data on projects facing difficulties and problems according to the Steering Committee's instructions to the System; ensure responsibility, publicity and transparency in the handling process; promptly share and manage data synchronously and objectively.

The system provides reporting data to help the Steering Committee identify groups of difficulties and problems, thereby proposing solutions for specific groups.

Up to now, the database system on the infrastructure platform of the Public Investment System (System 751) has compiled 2,991 stuck projects, classified into 16 groups of difficulties and obstacles, 7 groups of projects that need to be considered for handling and resolving difficulties and obstacles associated with 5 levels of authority for handling, it is expected that the number of projects will continue to have many changes because currently ministries, branches and localities are still continuing to review, update, adjust and supplement.

In addition, the Ministry of Finance - the Standing Agency has coordinated with ministries, branches, and central agencies to advise the Prime Minister, the Permanent Deputy Prime Minister - Head of the Steering Committee to issue 6 dispatches directing ministries, branches, and localities to review, classify, and synthesize projects, identify difficulties and obstacles, and propose tasks and solutions...

At the same time, the Ministry of Finance issued 5 documents guiding and urging ministries, branches and localities to review, update and complete information on projects with difficulties, problems and backlogs on System 751. The Steering Committee organized 4 working groups to conduct direct inspections in 9 localities: Hanoi, Thai Nguyen, Hue, Quang Nam, Da Nang, Khanh Hoa, Lam Dong, Ho Chi Minh City, Dong Nai, thereby removing obstacles for a number of large projects...

After listening to the report and comments, concluding the meeting, Permanent Deputy Prime Minister Nguyen Hoa Binh requested to continue to promote inspection and examination activities for backlogged projects, ensuring strictness, publicity, transparency, and progress according to requirements; requested members of the Steering Committee to continue to urge localities to review and report on projects with difficulties and problems according to the instructions of the Prime Minister and the Steering Committee in the dispatches on reviewing, classifying, synthesizing projects, identifying difficulties and problems, proposing tasks and solutions...
