Bac Ninh: Proactively responding to climate change, strengthening resource management and environmental protection

BAC NINH - Vice Chairman of the Provincial People's Committee Dao Quang Khai has just signed and issued Plan No. 19/KH-UBND on implementing Resolution No. 122/NQ-CP dated May 8, 2025 of the Government promulgating the Plan to implement Conclusion No. 81-KL/TW dated June 4, 2024 of the Politburo on continuing to implement Resolution No. 7 of the 11th Central Committee on proactively responding to climate change, strengthening resource management and environmental protection.

Accordingly, the purpose of the Plan is to seriously and effectively implement the contents of Resolution No. 122/NQ-CP dated May 8, 2025 of the Government on proactively responding to climate change, strengthening resource management and environmental protection.

By 2030, 100% of industrial clusters before operating will have a centralized wastewater treatment system operating to meet environmental technical standards; over 50% of domestic wastewater in urban areas will be treated to meet prescribed standards and regulations; 100% of urban solid waste will be collected and treated according to regulations; 98.5% of rural solid waste will be collected and treated according to regulations; 75% of plastic waste in river and lake basins will be reduced; forest cover will be maintained at a stable level of over 42%; 70% of nature reserves will be assessed as effectively managed...

To achieve the set goals, the Plan focuses on implementing 6 groups of key tasks and solutions, in which it continues to focus on propaganda and education , creating unity in awareness and action on proactively responding to climate change, preventing and combating natural disasters, managing, using resources economically and effectively, and protecting the environment. Disseminate information on requirements, good practices, and advanced models of green transformation, reducing greenhouse gas emissions, using resources effectively, and protecting the environment.

Focus on perfecting mechanisms and policies on comprehensive management and coordination of inter-sectoral, inter-regional and inter-sectoral issues. Develop mechanisms and policies to mobilize resources, promote the application of economic instruments and market access to proactively respond to climate change, improve the effectiveness of resource management and environmental protection.

Implement green transformation, promote circular economic development, and equitable energy transition. Focus resources on addressing the risks of resource depletion, environmental pollution, degradation of natural ecosystems, challenges in adapting to climate change, and achieving the goal of net zero emissions.

Regularly update climate change scenarios, complete prevention plans and options, proactively respond to climate change, and minimize natural disaster risks.

Improve the efficiency and effectiveness of resource management, promote basic investigation, rational exploitation and economical and effective use of natural resources. Focus and prioritize resources to effectively solve urgent environmental problems, proactively prevent and control pollution, conserve nature and biodiversity...
