According to the National Center for Hydro-Meteorological Forecasting, at 4:00 a.m. on August 30, the storm's center was at 17.7 degrees North latitude - 109.2 degrees East longitude, about 290km from the coast of Quang Tri . Strong winds of level 7, gusting to level 9, moving northwest at 20km/hour.
It is forecasted that this evening, the storm will move straight into the sea area of Quang Tri - Hue City, with winds gusting to level 8-10, then make landfall and gradually weaken.
In the past 6 hours, heavy rain has covered the entire Quang Tri area with average rainfall of 60-110mm, many places are locally flooded. The villages of On, Yen Hop, Mo O O O (Kim Phu commune) are isolated.

The People's Committee of Quang Tri province has issued an urgent telegram, requesting mountainous and coastal districts to be ready to evacuate 14,295 households with 52,853 people when ordered. Schools and solid headquarters have been requisitioned as safe storm shelters.

The government also directed the bracing of houses, pruning of trees, reinforcement of dams, and stockpiling of food and medicine for areas at risk of isolation.
In the whole Quang Tri province, 8,531 vessels have anchored safely, while 194 vessels with 608 fishermen are still operating at sea. Border guards are sending out urgent signals, calling on the remaining vessels to quickly return to shelters.

Meanwhile, in Hue City, the Hue City People's Committee directed localities to urgently harvest summer-autumn rice with the motto "green at home is better than ripe in the fields". By the morning of August 30, localities had harvested 3,856 hectares out of 25,000 hectares of summer-autumn rice. At the same time, they are mobilizing shock troops such as the army, police and youth union members to help farmers harvest summer-autumn rice to escape the flood.

Hue City has deployed reserves of hundreds of tons of food and other essential supplies to be ready to rescue people in localities that have been flooded and isolated for a long time. Regarding petroleum, the Hue City People's Committee has requested businesses with petroleum business activities to proactively prepare reserves, ensuring stable and continuous supply when there are forecasts of natural disasters, floods and storms and throughout the rainy and stormy season.
