The whole province has 10/27 units with disbursement rates higher than the national average disbursement rate of 39.4%, including: Social Policy Bank Branch 89.8%, Kien Giang Vocational College 74.4%, Forestry Department 70.3%, Provincial Police 69.4%, Provincial Employment Service Center nearly 69%, Department of Finance 63.4%, Kien Hai Special Zone 56.6%, Department of Agriculture and Environment 54.4%, Oc Eo Cultural Relic Management Board 48.1%, Department of Culture and Sports 43.3%.

There are 2 units that, although lower than the national average, have a disbursement rate higher than the provincial average, including: Provincial Project Management Board 31.5% and Construction - Transport Investment Project Management Board 28.4%. At the same time, there are 15 units with a disbursement rate lower than the average disbursement rate of both the province and the country.

Vice Chairman of the Provincial People's Committee Le Van Phuoc surveyed the actual connection points of the Provincial Road 948 bypass and the project disbursement progress.

Mr. Dinh Van To - Director of the Provincial Project Management Board said: "Up to now, the unit has disbursed 1,800/5,321 billion VND of public investment capital, disbursed in the spirit of "6 clear" according to the direction of the Prime Minister ; sticking to the scene, determined to disburse on schedule".

Mr. Hua Van Tai - Director of Project Management Board of Region IV also said: “By August 4, the unit has disbursed 327/772 billion VND. By the end of September 2025, we strive to disburse more than 540 billion VND; in 2025, we will disburse more than 760 billion VND. The project to upgrade and urgently expand provincial road 948 belonging to the national defense, security line of the border and ethnic areas, phase 2, has so far disbursed 166.4/392.5 billion VND, progress reaching 85%; 34/1,969 households have not yet agreed on the compensation price for handing over the site.”

Many problems arise

The main reason for the unachievable disbursement value is that the disbursement rate of key projects with large capital is still low; the progress of many projects allocated capital to be completed in 2025 is slow due to land clearance problems. The responsibility lies with the investor due to lack of coordination with localities.

These include the investment project to build a coastal road from Hon Dat to Kien Luong; the project to upgrade and expand Duong Dong - Cua Can - Ganh Dau road and build a new branch connecting to the Phu Quoc south-north axis road; 18 culverts on the sea dyke and coastal route; My Thai bridge; the Cai Lon riverside road project; D3 and Vinh Thuan axis roads; the road to Ha Tien International Border Gate; Road 286 (National Highway 80 - sea dyke) ...

Some key projects have just started construction with large capital but the implementation is still slow in the investment preparation stage, such as the investment project to build a bridge on the coastal road connecting An Bien - Rach Gia; the coastal road west of Phu Quoc island; the main coastal road to the center of Ha Tien; the project to combine coastal protection and mangrove forest restoration in Kien Giang and Ca Mau (ODA project); construction of the belt road surrounding Phu Quoc National Park, phase 1... In particular, there is one project where the contractor is slow to implement, not concentrating human resources and equipment for construction.

The problem in project implementation leading to the failure to disburse capital also comes from the scarcity of raw materials (sand, construction stone), which significantly affects the construction progress. This leads to low completed volume, so the acceptance and disbursement value is low, especially for transportation projects.

In addition, there are a number of projects stuck in legal procedures; the project serving APEC 2027 in Phu Quoc has just been approved by the Prime Minister, so the province has just allocated capital; the projects are currently preparing procedures to select construction contractors, and there is no volume to disburse.

Director of the Department of Finance Pham Minh Tam said that the total public investment plan for 2025 is more than VND 26,116 billion (1,131 projects). As of July 31, the province disbursed nearly VND 5,944 billion, reaching nearly 23% of the capital plan assigned by the Provincial People's Council, reaching 27.9% of the capital plan assigned by the Prime Minister, 11.5% lower than the national average. To achieve a 100% disbursement rate as directed by the Prime Minister, the task from now until the end of 2025 is extremely heavy and difficult, requiring the highest political determination.

Strengthening capital disbursement responsibility

Comrade Ho Van Mung - Alternate member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee (PPC) requested each level, sector, locality and especially the leader to well implement the spirit of "not waiting", being proactive and responsible; seriously implementing the motto of "6 clear" according to the consistent direction of the Prime Minister: Clear people, clear work, clear time, clear responsibility, clear products and clear authority. In particular, determined to speed up the disbursement of public investment capital according to plan.

Provincial leaders requested investors to urgently review and develop specific plans for each project, identify causes and take immediate remedial measures for projects that are behind schedule; not to avoid or shirk responsibility in coordination work.

For projects that are still stuck in site clearance, investors and communes, wards and special zones where the project passes must urgently coordinate and resolve the issue. The Chairman of the Commune People's Committee must promptly establish a compensation, support and resettlement council when the State reclaims land to promptly clear the site; and be primarily responsible to the Chairman of the Provincial People's Committee if it is not completed.

The heads of the investment units must strengthen their leadership and management roles, resolutely request and have written commitments on the progress of each item. Strengthen inspection and supervision of the implementation of commitments, and immediately handle contractors who are behind schedule. There must be political determination and the highest sense of responsibility to complete the target of disbursing 70% of capital by September 30, reaching 100% by December 31, 2025 according to the targets assigned by the Government, the People's Council, and the Provincial People's Committee.

In early August, inspecting the construction progress of Provincial Road 948 and the disbursement of public investment capital, Mr. Le Van Phuoc - Vice Chairman of the Provincial People's Committee emphasized that the pressure to disburse public investment capital is very large (4,000 billion VND/month). Therefore, localities must promptly respond in writing regarding difficulties and obstacles so that the Provincial People's Committee can direct departments and branches to remove them; develop plans, roadmaps, detailed progress, strengthen inspection and handling. In particular, it is necessary to pay attention to the responsibility of the head, regularly inspect and remind the project progress and be responsible to the Provincial People's Committee for the results of public investment disbursement.
