Some people who throw garbage and waste on the street have suffered the consequences of “hitting themselves with the same stick” because that is also one of the factors causing flooding. Flooding in an alley on Chu Van An Street, Binh Thanh District, Ho Chi Minh City not only has water but also a lot of garbage and animal organs floating around, making anyone who sees it shudder.
There is a market in this area, so when it rains heavily, water floods into the alley, all kinds of garbage such as plastic bags, fruits, vegetables, animal organs, etc., giving off a foul smell that makes the people here suffer. People are so used to this situation that they always prepare water barriers and pumps to prevent water from flooding into their houses. However, the barriers only block some of the garbage, and no matter how many pumps are used, they are helpless because the pumped water cannot escape anywhere...
Ho Hoc Lam Street (Binh Tan District, Ho Chi Minh City) also floods whenever it rains. Although the road has been upgraded and widened for many years, the flooding has not improved because many sections of the road are higher than houses, so when the road is flooded, houses are like water tanks. At the market in Quarter 2, An Lac Ward (Binh Tan District), traders have become accustomed to living with flooding every time it rains heavily. Business is sluggish because the alley is knee-deep in water, making buyers reluctant to enter.
Trader Nguyen Thi Thu Ba said that since Ho Hoc Lam Street was raised, the flooding in the market has gotten worse because it is located deep below the road surface, and the stagnant rainwater and water from the street have flooded in. In the market, there are houses that have been raised more than 1 meter high, but the water still floods in. "It's like a vicious cycle: every time the road is raised, the alley is flooded, and when the alley is raised, the road is flooded!" - Ms. Ba lamented.
Also in An Lac ward, Binh Tan district, many small alleys on Le Co and Bui Tu Toan streets are submerged in water every time it rains heavily. Ms. Pham Huong, who lives on Le Co street, said, “The surrounding roads are being raised, causing the alleys to be flooded more severely, some places are flooded as deep as the saddle. In this area, there used to be fields and reeds. People bought land and poured foundations to build houses, blocking the natural drainage flow. The newly built drainage system is small, old and degraded, and people's garbage thrown onto the street clogs the drains, so when it rains heavily, the water drains very slowly. Rainwater mixes with sewage water, causing the water to overflow and the houses always smell bad.”
Thao Dien area (Thu Duc City) is known as a rich street, but every time it rains heavily and the tides rise, this area becomes a flooded area, making people, especially foreigners living here, feel insecure. Since May, the three streets of Quoc Huong, Nguyen Van Huong, and Thao Dien have been deeply flooded after the rain. Not only during heavy rains, but also when the tides rise, this area is submerged in water.
In the Thu Duc market area, every time it rains heavily, water from Vo Van Ngan and Kha Van Can streets pours here like a waterfall. Water enters people's houses and small traders' kiosks causing great damage, but they have to endure it time and time again. When the water has receded, the streets are full of garbage...

Heavy rains since early May have caused deep flooding on many roads, some more than 1 meter deep, water flowing into people's houses. Road DH-604 in Ben Cat City was eroded; dozens of meters of a company's fence collapsed; 3 electric poles on Cau Duong 76 Street, My Phuoc Ward (Ben Cat City); 1 traffic light pole fell at the intersection of Viet Huong Industrial Park on National Highway 13 (Thuan An City)... In Ben Cat City, many sections on National Highway 13 and My Phuoc Tan Van Street are heavily flooded, flowing rapidly every time it rains heavily. Similarly, in Di An City, on National Highway 1K through Binh An Ward, when it rains heavily, the water flows rapidly, many motorbikes passing by fall. Some other roads such as Nguyen Tri Phuong, Dai Lo Doc Lap, DT743... have turned into rivers.
In two consecutive years, two people have died due to being swept away by water. It was a heavy rain on May 10, 2025, in Tan Uyen City, where strong currents swept away Mr. Vo Van Phoi (born in 1989, from Long An ), a worker operating earth machinery at the construction site at No. 2A of the embankment construction project in Phu Bung quarter, Phu Chanh ward. His body was found by rescuers on the afternoon of May 11, about 200m from the scene.
The previous rainy season, on the evening of September 13, 2024, Ms. T. (born in 1980, residing in Bien Hoa City) drove a pickup truck through a culvert across Suoi Sep in the border area between Di An City (Binh Duong) and Bien Hoa City, Dong Nai Province. Due to the rain, the water was deep and flowing rapidly, so the car was swept away. Ms. T. opened the car door to escape but was swept away by the fierce water. The rescue force of the Fire Prevention and Fighting Police of Di An City mobilized forces to search and discovered Ms. T.'s body more than 200m from the original location. The pickup truck was swept away by the water and lay across the stream...
