
On behalf of the Central Executive Committee, General Secretary To Lam signed and issued Decision No. 341-QD/TW on the number and allocation of delegates to attend the 14th National Congress of the Party (July 23, 2025).
According to Decision 341-QD/TW, the number of delegates attending the 14th National Congress of the Party is 1,588 comrades, including: 165 delegates are members of the 13th Party Central Committee; 353 comrades are elected delegates according to regulations (at 11 provincial and municipal Party Committees that did not merge and the Party Committee of the Army and the Central Public Security Party Committee); 1,070 delegates are appointed delegates (at 23 provincial and municipal Party Committees that merged and the Party Committees of Central Party agencies; the Government Party Committee; the National Assembly Party Committee; the Fatherland Front Party Committee, central mass organizations; delegates from overseas Party Committees).
Delegates to the 14th National Congress of the Party are allocated according to the Party Committees directly under the Central Committee, the number of Party members of each Party Committee, the important positions of some Party Committees and some delegates are appointed according to the provisions of the Party Charter, specifically:
According to the Central focal point:
For party committees not subject to merger: Each party committee is allocated 13 delegates.
For provincial and municipal party committees merging two party committees: Each party committee is allocated 24 delegates (an increase of 11 delegates/party committee).
For provincial and municipal party committees merging 3 party committees: Each party committee is allocated 35 delegates (an increase of 22 delegates/party committee).
According to the number of party members (as of July 1, 2025): Party committees directly under the Central Committee are allocated 1 delegate for every 12,000 party members. If there are 6,001 or more party members remaining, 1 more delegate will be allocated.
According to the important positions of some party committees:
Hanoi City Party Committee was allocated 10 more delegates.
Ho Chi Minh City Party Committee was allocated 10 more delegates.
The Army Party Committee was allocated 10 more delegates.
The Central Public Security Party Committee was allocated 10 more delegates.
The Party Committees of the Central Party agencies were allocated 25 additional delegates.
The Government Party Committee was allocated 25 more delegates.
The National Assembly Party Committee was allocated 8 more delegates.
The Party Committee of the Fatherland Front and Central mass organizations were allocated 8 more delegates.
Appointed delegates from party organizations abroad: 15 delegates are party secretaries, ambassadors, and heads of Vietnamese delegations abroad.
Based on this Decision, the Politburo provides guidance on the standards, structure of delegates and specifically allocates the number of delegates to each Party Committee directly under the Central Committee; assigns the Central Organizing Committee to announce the number of delegates allocated to each Party Committee.
