At the discussion on the organization and management of education at the commune level after the reorganization of the local government apparatus held on the afternoon of August 2, Director of the Department of General Education Thai Van Tai raised the issue of arranging personnel to manage education at the commune level.
According to Mr. Thai Van Tai, the current arrangement of personnel at the commune level only meets the quantity requirement, "filling the job positions" but does not take into account the quality and suitability. This leads to difficulties and obstacles in the process of decentralization, delegation of authority, and implementation of tasks at the local level.
A report by the Department of Teachers and Education Managers cited the figure of 302/1,000 surveyed commune-level education officials having no expertise related to education.
Even many commune-level education managers have expertise in completely "unrelated" fields such as bachelor's degrees in land management or animal husbandry engineering.
The list of expertise of this group of staff also includes: construction engineer, bachelor of food industry, bachelor of accounting, bachelor of business administration...
According to information from localities, the number of commune-level education managers with expertise or previous experience in the education sector only accounts for about 20-30%.

Mr. Nguyen Dac Vinh - Chairman of the National Assembly's Committee on Culture and Education - also gave a practical example in Cao Xanh ward, Quang Ninh province.
"In the entire Cao Xanh ward, there is only one person assigned to manage education but he has never worked in education," said Mr. Vinh.
According to current guidelines, each Department of Culture and Society will allocate a maximum of 2 positions for civil servant positions in charge of education and training. With a total of 3,321 communes, wards and special zones after the reorganization, it is expected that the number of commune-level civil servants nationwide will need more than 6,000 people.
"However, up to now, the assignment and arrangement of specialized departments under the People's Committees at the commune level in general and the team of commune-level civil servants in charge of education and training in particular are not suitable for the job positions and the current number of people; they have not met the requirements for performing the tasks of the education sector, both in terms of quantity and qualifications, professional and technical capacity," the report of the Department of Teachers stated.
Mr. Pham Tuan Anh - Deputy Director of the Department of Teachers and Education Managers - added that currently, only a few provinces and cities such as Hanoi and Ho Chi Minh City can arrange 2-3 education managers at the commune level. Most localities can only arrange 1 person. Some places even do not arrange specialized education staff.
The two-level local government officially began operating on July 1. The dissolution of the district-level administrative unit led to the direct transfer of state management responsibility for preschool, primary and secondary education facilities to commune-level authorities.
