Realize the dream

The right to life and the right to pursue happiness are very basic human rights. Because people are not born to exist, but to pursue the good values ​​of life; and vice versa, to contribute to making life better. For that reason, food and shelter have become basic and essential needs to help people have faith and hope for better things.

Although she had long wished for it, Mrs. Nguyen Thi Bui, in Minh Hai village, Minh Loc commune (Hau Loc) never thought that one day she would live in a decent house. Mrs. Bui's situation was extremely difficult, as she had to struggle to make a living and seek treatment for a serious illness all by herself. Her whole life, from her youth until her hair turned gray, was spent in a dilapidated house of 10 square meters. Her makeshift life in a makeshift house made her not dare to dream of a new place to live. But then everything came to her, but not in a dream. According to the Party cell secretary and head of the Minh Hai village front work committee, Nguyen Thi Kim Cuc: "Ms. Nguyen Thi Bui was supported to build a new house worth 125 million VND, more than 37 square meters wide, to be completed in early May 2025. In addition to the support of 80 million VND according to Directive No. 22-CT/TU, Minh Hai village, relatives and clans also supported Ms. Bui with an additional 45 million VND and some other necessary items for daily life". When we visited the sturdy, cozy house, Ms. Bui was still overwhelmed with emotion. She shared: "I don't know what to say, I can only send my most sincere thanks to the government and the community for supporting me to have a better life".

Just like Mrs. Bui, it has been nearly 2 months since moving into the cozy new house, but Mr. Vu Van Xuyen (60 years old, Xuan Noi quarter, Dong Son ward, Bim Son town) is still filled with joy and emotion. Mr. Nguyen Duy Chinh, Chairman of Dong Son Ward People's Committee, said: “Mr. Xuyen has very special circumstances. He is mentally unstable, his wife and children have left him for decades. He has lived alone in a dilapidated house for many years. Every rainy season, he has to run to his neighbor's house for shelter because the house leaks on all sides. In winter, without a door to cover it, sitting inside the house cannot avoid the cold wind. In addition to the support of 80 million VND, the local government also called on organizations to help dig the foundation and clean up; mobilized and assigned responsibility to Mr. Xuyen's brother and his wife to take care of and supervise the workers, and supported loans to build him a solid 2-room house of 50 square meters worth nearly 150 million VND. The ward and neighborhood also supported the installation of clean water pipes worth more than 10 million VND." It is known that in 2024-2025, in addition to Mr. Xuyen's household, Dong Son ward also supported the construction and repair of 26 houses for poor households, policy households, and households with housing difficulties. By May 23, the ward had completed the construction, repair, and handover of 24 houses, with a total cost of 1 billion 851 million VND.

In 2023, while working, Mr. Pham Van Thuong (born in 1983) in Tran quarter, Ngoc Lac town (Ngoc Lac) had a work accident. Because he was the main laborer and lost the ability to do heavy work, the family's already difficult circumstances became even more difficult. Mr. Thuong, his elderly mother and 2 young children lived in a house about 30 square meters wide and could collapse at any time. In March 2025, his family received 80 million VND from the Steering Committee (SC) of the campaign to build houses for poor households, policy households, and households with housing difficulties in Ngoc Lac district to build a Great Solidarity house. Mr. Thuong shared: “I am very touched by the care and support of the government, the sharing and care of everyone for my family. In just under a month, my mother and I, my uncle and I will have a new, spacious house. I would like to thank the government, my relatives, my neighbors and my family will try to overcome the difficulties and stabilize our lives.”

Each life and each fate mentioned above, although their circumstances are different, in general, they all struggle and face difficulties in life. However, now they are and will be gathered together in new, spacious houses. That seemingly simple happiness is, for them, a "real dream". And it is also a living proof of the care of the Party and the State, the sharing, protection, love of relatives and the solidarity of the whole community. It shows that simple, good things are always the "main stream" in the flow of social life today.

Spread simple but good things

Based on the results achieved from the implementation of Directive No. 22-CT/TU of the Provincial Party Committee Standing Committee, Thanh Hoa has been implementing Directive No. 42/CT-TTg of the Prime Minister on accelerating the elimination of temporary and dilapidated houses nationwide, with a proactive attitude thanks to the experiences drawn from reality. In particular, by clearly identifying the elimination of temporary and dilapidated houses for poor and near-poor households and those with housing difficulties as a key political task, Party committees and authorities at all levels have been very flexible and creative in calling for and mobilizing the cooperation and contributions of large corporations, enterprises, organizations, individuals, and philanthropists at home and abroad to carry out this task. In particular, when combined with the implementation of Directive No. 42/CT-TTg of the Prime Minister on accelerating the elimination of temporary and dilapidated houses nationwide and Directive No. 22-CT/TU of the Standing Committee of Thanh Hoa Provincial Party Committee on the Campaign to support the construction of houses for poor households, policy households, and households with housing difficulties in the province in the two years 2024-2025, the spirit of compassion will spread even more strongly in the community.

Chairwoman of the Provincial Fatherland Front Committee Pham Thi Thanh Thuy received support for building houses for poor households from Hoa Loi Group.

Grasping the orientation of "diversifying resources in the direction of the whole people, comprehensively, widely, and inclusively" as set out in Directive No. 42/CT-TTg, Thanh Hoa province has been mobilizing a variety of resources to implement the program of eliminating temporary and dilapidated houses. In addition to capital from the local budget, the province also takes advantage of the 5% savings in regular expenditure to support the program. The Department of Finance has issued documents guiding the People's Committees of districts, towns, and cities to carry out procedures for transferring resources and effectively using the budget for the program. During the implementation process, units such as the Department of Agriculture and Environment and the Department of Construction have coordinated to remove difficulties related to construction land funds. Cases that do not have land use right certificates or encounter planning problems are also supported by the locality to promptly resolve them. Provincial organizations such as the Red Cross, Farmers' Union, and Women's Union, in addition to mobilizing human resources, have also made efforts to call for funding sources and support families in particularly difficult circumstances with counterpart funding to build and repair houses. In addition, this humane policy is also receiving joint efforts from departments, branches, and armed forces with the role of "sponsoring" and supporting localities in eliminating temporary and dilapidated houses. The Provincial Military Command, the Provincial Police, and the Provincial Border Guard Command have mobilized forces to support the construction and repair of houses for poor households, disadvantaged households, and policy households in areas with large workloads.

In addition, the program to eliminate temporary and dilapidated houses in the province also received the support of individuals, organizations, and business communities, typically: Saigon Thuong Tin Commercial Joint Stock Bank (Sacombank) donated 10 billion VND; Hoa Loi Group supported Thanh Hoa province with 6 billion VND; Military Industry and Telecommunications Group 30 billion VND; Long Son Cement Factory Company Limited donated 5 billion VND; Agricultural Bank and Rural Development ( Agribank ) committed to donate 10 billion VND; the government and people of Bac Ninh province committed to donate 35 billion VND to Thanh Hoa province... to implement the program.

Comrade Pham Thi Thanh Thuy, Member of the Provincial Party Standing Committee, Chairwoman of the Provincial Vietnam Fatherland Front Committee, shared: “In the context that the whole country is actively responding to the emulation movement "Joining hands to eliminate temporary and dilapidated houses nationwide in 2025" launched by the Prime Minister, Directive No. 22-CT/TU has quickly created a widespread influence, contributing to realizing the dream of "settling down and making a living" of thousands of poor and disadvantaged households in the province. With the concretization of many practical actions, reflecting the spirit of solidarity, willingness to share, bringing safe and happy homes to the poor, policy families, and people in difficult circumstances in the province, Directive No. 22-CT/TU increases the people's trust in the Party and the State, contributing to the successful implementation of socio-economic development goals and tasks".

According to data from the Department of Ethnic Minorities and Religions - the Standing Office of the Steering Committee for the Campaign to support housing construction for poor households, policy households, and households with housing difficulties in the province in the two years 2024-2025, as of May 22, the total funding to support housing construction for poor households and households in difficult circumstances received by the Vietnam Fatherland Front Committee of the province was more than 346.4 billion VND; of which, the central budget allocated 140 billion VND, the socialized mobilization source (supported by agencies, enterprises, organizations, and individuals in 2 phases) was more than 206.4 billion VND. The funding from the source of saving 5% of regular expenditure in 2024 was more than 188.9 billion VND. In addition to the province's resources, localities have also proactively connected and called for additional support. The movement to join hands to eliminate temporary and dilapidated houses in the whole province is entering its peak stage, thereby fostering the tradition of solidarity and affection of Thanh Hoa people towards difficult circumstances in the community, so that all people can live in prosperity and happiness, and no one is left behind in the era of national development.

The program to eliminate temporary and dilapidated houses for poor and near-poor households and those with housing difficulties according to Directive No. 42/CT-TTg of the Prime Minister is not just a temporary emulation movement; but a sustainable process to ensure that all people have stable and safe housing, contributing to sustainable poverty reduction and local socio-economic development.
