Minister of Home Affairs Pham Thi Thanh Tra signed and issued Official Dispatch No. 3308/BNV-CCVC on instructions for arranging and assigning leadership and management of new commune-level People's Committees to send to Provincial Party Secretaries, City Party Committees and Chairmen of People's Committees of provinces and centrally-run cities.
The document stated that, implementing Resolution No. 60-NQ/TW dated April 12, 2025 of the 11th Conference of the 13th Party Central Committee on building a two-level local government organization model, the Politburo issued Conclusion No. 150-KL/TW, the Government Steering Committee issued Official Dispatch No. 03/CV-BCĐ and Official Dispatch No. 11/CV-BCĐ guiding the development of personnel plans for Party committees and leaders and managers at the People's Committees of communes, wards, and special economic zones under the provincial level.
At the request of the Politburo and the Secretariat in Conclusion No. 160-KL/TW on the policy of promoting decentralization and delegation of power associated with the implementation of the 2-level local government model, the Government is currently urgently completing the Law on Organization of Local Government (amended) and developing 28 decrees on decentralization, delegation of power and assignment of authority of local governments at all levels, ensuring proper implementation of the motto "locality decides, locality does, locality is responsible", meeting the requirements of modern, professional local governance and serving the people.
Accordingly, 1,065 tasks and authorities of the current district level will be transferred to the new commune level for implementation and new tasks according to the provisions of the Law on Organization of Local Government (amended).
Implementing the direction of the Prime Minister and the Chairman of the National Assembly in implementing decentralization and delegation of power associated with the implementation of the 2-level local government model, the Ministry of Home Affairs requests that the Secretary of the Provincial Party Committee, the City Party Committee and the Chairman of the People's Committee of the provinces and centrally-run cities pay attention to leading and directing the arrangement and assignment of cadres and civil servants to hold leadership and management positions at the People's Committees and specialized agencies under the new commune-level People's Committees as follows:
Ensure to meet the standards and conditions according to relevant instructions of the Politburo, the Government Steering Committee and specific local regulations on standards and criteria for selecting cadres when arranging.
Prioritize the arrangement and selection of cadres with leadership capacity, experience in state management, innovative and creative thinking, daring to think, daring to do, daring to take responsibility for the common cause to take on leadership and management positions of the People's Committee and specialized agencies under the People's Committee at the new commune level, especially the position of Chairman of the People's Committee because the workload and task requirements of the new commune level are very large when implementing the 2-level local government model and promoting decentralization and delegation of power.
The Ministry of Home Affairs also requested that the Secretaries of Provincial and Municipal Party Committees and Chairmen of People's Committees of provinces and centrally-run cities promptly review the personnel plans for the newly-developed commune level. In case the planned staff and civil servants do not meet the requirements of the tasks, transfer and strengthen the capacity and experience of leaders and managers from the provincial level to the commune level.
According to information from the Ministry of Home Affairs, the results after implementing the arrangement of commune-level administrative units in 2025 show that the whole country has a total of 3,321 commune-level administrative units, with 2,621 communes, 687 wards and 13 special zones. This number is a decrease of 6,714 commune-level administrative units, reaching a reduction rate of nearly 67%.
