Performing administrative procedures regardless of administrative boundaries allows organizations and individuals to submit documents and receive results of handling administrative procedures under the jurisdiction of administrative agencies online or directly at any one-stop department in the province.
From 2023, implementing the project to innovate the implementation of the one-stop, one-stop mechanism in handling administrative procedures of the Government , the Chairman of the Provincial People's Committee has issued a Decision approving the list of 9 administrative procedures to pilot the reception and return of results regardless of administrative boundaries in the province. Of which, at the Provincial Public Administration Service Center, the district-level "one-stop" department has 7 administrative procedures in the following fields: diploma and certificate system; veterinary; food safety and nutrition; trade promotion; multi-level sales management. At the district and commune-level "one-stop" departments, there are 2 administrative procedures in the fields of construction planning and grassroots culture.
Mr. Dao Duc Phon, Rung Cam Cham Non village, Hoa Lac commune, Huu Lung district said: Previously, to carry out some procedures in the construction sector, I had to go to the district's "one-stop" department, which was a long distance to travel. Currently, people can do it right at the commune People's Committee, saving time, effort, and travel costs.
In the current context, when arranging the organization and operation of the two-level government, the implementation of administrative procedures regardless of administrative boundaries is increasingly being paid attention to and directed by the Government to be promoted. Specifically, on June 5, 2025, the Government issued Document No. 4974 on receiving and handling administrative procedures when arranging the organization of the local government apparatus, in which it requires 100% of administrative procedures to be performed regardless of administrative boundaries within the provincial level. On June 7, 2025, the Provincial People's Committee issued Official Dispatch No. 1115 on receiving and handling administrative procedures when arranging the organization of the local government apparatus, in which it requires departments, branches, sectors, and People's Committees of districts and cities to review and restructure the administrative procedure process; advise on amending internal procedures and electronic procedures according to the instructions to ensure that 100% of administrative procedures are performed regardless of administrative boundaries within the provincial level.
On June 9, 2025, the Government issued Decree No. 118 on implementing administrative procedures under the one-stop mechanism, the interconnected one-stop mechanism at the one-stop department and the National Public Service Portal. In which, it adjusts the regulations on receiving, processing records, returning results of handling administrative procedures, the implementation of administrative procedures does not depend on administrative boundaries within the provincial level.
Ms. Hoang Thi Luan, Deputy Director of the Public Administration Service Center, Office of the Provincial People's Committee, said: According to the decree, administrative procedures that do not depend on administrative boundaries within the province include administrative procedures under the authority of the People's Committee, Chairman of the Provincial People's Committee, specialized agencies under the Provincial People's Committee and commune levels in the province; administrative procedures under the authority of ministries and branches assigned to localities for reception; administrative procedures under the authority of agencies organized according to the vertical industry system at the local level.
To ensure that the implementation of administrative procedures regardless of administrative boundaries takes place smoothly, it is necessary to ensure 4 factors: data synchronization; division of administrative authority; digital environment - the foundation for handling online public services and most importantly, administrative procedures related to legal regulations. Therefore, in the past time, the Provincial People's Committee has synchronously and uniformly deployed the Provincial Administrative Procedure Handling Information System to 228 agencies and units in the province; deployed the provision of 1,871 online public services, including 1,027 full-process services and 516 partial services. Currently, the Provincial People's Committee has assigned the Provincial People's Committee Office to review and re-evaluate the online public services being provided, especially online public services with few records, to upgrade and improve to ensure convenience, practicality and integration into the National Public Service Portal.
In addition, the Provincial People's Committee is also assigning specialized agencies to develop a list of administrative procedures to implement non-territorial procedures for 60% of administrative procedures under the authority of the provincial and grassroots levels. At the same time, it is approving the restructured internal procedures for administrative procedures in the list of non-territorial administrative procedures.
With high determination, the implementation of administrative procedures regardless of administrative boundaries after the two-level government operates will create a breakthrough in administrative reform. Thereby, best serving the needs of organizations and individuals in the province, contributing to creating people's satisfaction with the service of state agencies.
