It has become a habit that every afternoon, after finishing work, Ms. Hoang Thi Thuy, Vinh Quang town (Hoang Su Phi) and her sisters in the residential group go to the cultural house to exercise, play volleyball, and practice folk dances. The cultural house is built spacious and airy, with a playground in the campus, meeting the entertainment, art, and sports needs of the people. After a tiring day of work, people come here not only to exercise but also to share with each other stories about daily life, or experiences in economic development, and taking care of family life.

Ms. Hoang Thi Thuy said: In the past, the movement of practicing arts and sports was not very developed. After a day of work, in the evening everyone returned home, the village was deserted and quiet. In recent years, life has changed more and more, at night the cultural houses and street lights are brightly lit, people invite each other to practice sports and perform arts to improve their health. Young people play soccer and badminton; women play volleyball and folk dance; the elderly practice health exercises, poetry and performing arts. The atmosphere is extremely vibrant, thereby not only helping to improve health and spiritual life but also contributing to strengthening the spirit of solidarity, village love and neighborliness.
Implementing the movement to build a cultural life, localities have mobilized people to promote cultural, artistic, physical education and sports activities. Up to now, the whole province has over 26% of people regularly practicing physical education and sports; over 16% of families practice sports, 530 clubs, 1,580 points/groups of physical education and sports; 2,915 grassroots sports teams, the number of mass tournaments is over 877 tournaments/year. Currently, the whole province has over 1,000 mass art and folk art teams operating very actively and diversely, from the provincial to grassroots levels, contributing positively to the cultural and spiritual life of the people.

Along with that, localities actively propagate and mobilize people to practice civilized lifestyles in weddings, funerals and festivals. Typically, in Bac Quang district, 100% of weddings are organized simply, economically, without high dowry; the situation of early marriage and incestuous marriage has decreased year by year. 100% of funerals are not held for more than 48 hours, and many livestock are not slaughtered (from 2 buffaloes or cows or more). Families in mourning have voluntarily implemented not to scatter votive papers on the road; not to accept wreaths or banners, contributing to saving and preventing waste. By the end of 2024, the number of households achieving cultural families in the district will reach 89.79%; 94% of villages and residential groups will be recognized as cultural villages and residential groups; the material and spiritual life of the people is increasingly improved, the number of well-off and rich households increases year by year.
Associations and unions such as the Youth Union and Women's Union from the provincial to grassroots levels regularly organize campaigns to clean up the environment, headquarters of agencies, units, market areas, and village cultural houses, ensuring a clean and beautiful landscape. Along with building a green, clean, safe, and friendly living environment, all levels and sectors also promote propaganda and mobilize people to strictly comply with the law, eliminate social evils, and acts of violence, contributing to building a united and cohesive community. At the same time, attention is paid to investing in the construction and upgrading of cultural, sports, entertainment, and recreational facilities in villages and hamlets, such as cultural houses, sports fields, libraries, and playgrounds, etc. to serve the spiritual and cultural needs of the people, in conjunction with preserving and promoting the fine traditional cultural values of the locality.
Building a cultural life from villages, hamlets and residential areas is an important process in rural development, aiming to build a civilized, progressive and rich community with national identity. This process includes raising awareness, changing behavior, building cultural institutions and promoting good traditional cultural values. Therefore, it requires the synchronous participation of all levels, sectors and the active participation of the people, contributing to building a new, advanced, modern and rich life.
