Mr. Nguyen Phu Hoang - Chairman of Lam Dong Provincial Federation of Labor informed that after the merger, the whole province has 124 communes, wards and special zones (including: 20 wards, 103 communes and 1 special zone). The total number of grassroots trade unions in the enterprise sector of the province currently has 1,007 grassroots trade unions, with 92,381 union members. Currently, many grassroots trade unions in remote areas, where the Provincial Federation of Labor manages, still face problems due to distance. Therefore, the Standing Committee of the Provincial Federation of Labor issued a decision to establish 17 commune-level trade unions, including 5 commune-level trade unions and 11 ward-level trade unions, 1 special zone trade union in communes, wards and special zones to manage grassroots trade unions and union members in the area.

Mr. Nguyen Phu Hoang added that 17 commune, ward and special zone trade unions are all located in key areas with many enterprises and workers, requiring close attention from trade union organizations. As for 107 communes and wards that do not meet the conditions for establishing commune-level trade unions according to regulations, based on the number of grassroots trade unions, union members and the potential for development of industry and services in the area, the Provincial Federation of Labor decided to establish 13 inter-commune and ward trade union clusters to monitor and support grassroots trade unions and union members in the area.
Commune trade unions and special zone trade unions are responsible to the provincial-level Labor Federation, commune and special zone Party Committees for directing and organizing trade union activities and workers' movements in the area. Coordinate with the authorities and socio -political organizations of the commune and special zone to carry out local political tasks and trade union work tasks. The functions of grassroots trade unions, commune trade unions and special zone trade unions will be ensured with the goal: Wherever there are workers, there are trade unions.

In addition to building grassroots trade unions at communes, wards and special economic zones, Lam Dong Trade Union also focuses on building Trade Union Boards of industrial zones. Currently, there are 13 industrial zones (IPs) and industrial clusters in the province. The old Binh Thuan area has 7 IPs in operation; the old Lam Dong area has Loc Son - Phu Hoi Industrial Park Infrastructure Development Company managing 2 IPs Loc Son and Phu Hoi; the old Dak Nong area has the High-tech Agricultural Zone Management Board; Tam Thang Industrial Park Infrastructure Development Company.
Mr. Phan Duong Cuong - Head of the Management Board of Industrial Parks of Lam Dong province said that in the period of 2026 - 2030, there will be over 50,000 workers working in the Industrial Parks of Lam Dong province. Therefore, the Provincial Federation of Labor has proposed to establish the Industrial Parks Trade Union Board. After research, the Industrial Parks Trade Union Board realized that in the context of the Industrial Parks in the province being planned, formed and developed, the need to establish grassroots trade unions and develop union members is increasing. Thereby, contributing to enhancing the role of protecting the legitimate and legal rights and interests of workers. The establishment of the Industrial Parks Trade Union Board will help organize, manage and effectively coordinate trade union activities in enterprises, support the establishment of grassroots trade unions, care for material and spiritual life as well as ensure security and order in labor relations.
In the context of Vietnam's increasing integration and implementation of international commitments such as CPTPP, EVFTA... strengthening trade union organizations, especially in industrial parks, is an urgent requirement to ensure the role of legal representatives of workers...
