The staff of Son Luong Commune Public Administration Service Center are diligent, responsible, and wholeheartedly serve the people.
To operate the apparatus smoothly and effectively, the People's Committee of Son Luong commune issued Decision No. 01/QD-UBND on the establishment of the Commune Public Administration Service Center. The Center consists of 7 cadres and civil servants, with the Vice Chairman of the Commune People's Committee as Executive Director. Decisions stipulating the functions and tasks of the Center and assigning tasks to each cadre were issued, ensuring legality, synchronous organization and effective operation from the very beginning.
During the first 8 days of operation (from July 1 to July 8, 2025), the Center received and processed 106 administrative files for people, mainly related to the certification of copies, contracts, and issuance of land use right certificates. All files were processed on time, without any delays or backlogs. Notably, the spirit of serving the people is clearly demonstrated in each specific situation.
Mr. Ha Van Huong, Son Tinh area, Son Luong commune shared: “I completed the mortgage contract certification procedure but the file was missing the Citizen ID card and Land Use Rights Certificate. The staff at the center gave me very clear and detailed instructions, helping me understand and complete the file. Although I had to go back to supplement it, I felt the transparency and responsibility in the way of working”. On the contrary, many cases were resolved faster than the regulations, creating a good impression on the people. Mr. Ha Ngoc Anh, Tam Giao area said: “I completed the procedure for granting a Land Use Rights Certificate, and was told that the results would be returned within 2 days, but I received it in just one afternoon. I am very satisfied”.
Comrade Hoang Thanh Van, in charge of the fields of Civil Status, Justice, Agriculture and Environment at the Commune Administrative Service Center, said: “The quick return of results is thanks to the new model that allows localities to receive, approve and return results on the spot for complete dossiers. We prioritize accuracy, but if we can speed up the time while still following regulations, we always try to serve the people as soon as possible.”
The Son Luong Commune Community Volunteer Youth Team guides people in completing documents to handle administrative procedures.
To support people in handling administrative procedures (TTHC) more conveniently, following the direction of the Central and the province and the initiative of the commune government, Son Luong has established a Youth Volunteer Team for the Community with nearly 30 members who are secretaries of the Youth Union branches, students, and high school students on summer vacation. The team undertakes tasks to support people in completing administrative procedures such as writing documents, activating level 1 electronic identification, guiding the process at the center and going to each residential area to help the elderly and people with difficulty in moving. Comrade Nguyen Xuan Truong, Deputy Head of the Youth Volunteer Team for the Community of Son Luong commune, said: "Every day, the team assigns 4-5 members to be on duty at the center. We maintain activities in July and August. Everyone tries their best, just hoping to contribute to helping people access public services more conveniently."
In parallel with the administrative service, from July 1, the administrative document system of the Commune People's Committee has also been operated smoothly, synchronously connected with the system of the whole province. Commune officials and civil servants are fully instructed on the process of handling incoming and outgoing documents; ensuring that documents are received and processed in the correct order, promptly, and without delay. As of July 8, the Commune People's Committee has received and processed 341 documents, contributing significantly to maintaining administrative discipline and improving operational efficiency. In the first days of operating the new model, the Son Luong Commune People's Committee promptly issued Notice No. 01/TB-UBND on the working locations of the Party Committee, People's Council, People's Committee, Police and Commune Military Command; and at the same time, publicized the hotline phone number via Notice No. 03/TB-UBND, dated July 4, 2025. This information is widely disseminated through grassroots radio systems, social networks and in residential areas, helping people easily access, reflect and interact with the government.
However, difficulties still exist. In addition to increasing repairs, purchasing and installing new facilities such as: separate free Wifi for people, hot and cold water dispensers, bench systems from outside to inside, air conditioning... the information technology infrastructure is at a basic level, many devices have been used for many years, and their performance has decreased. From that reality, the People's Committee of Son Luong commune proposed that the departments and branches of the province soon complete and issue a set of internal administrative procedures, creating consistency in the processing procedures between government levels.
The first days of implementing the two-level local government model in Son Luong commune showed positive changes in terms of organizational structure, operation methods and spirit of serving the people. From cadres, young volunteers to the people, all are working together to create a new look for the grassroots government to be more transparent, closer to the people and more effective, in line with the orientation of "serving government" set forth by the Party, State and province.
