Hai Ninh Commune: Promoting internal strength and national solidarity for development

On the afternoon of July 30, the Hai Ninh Commune Party Committee, Lam Dong Province held its first Congress for the 2025-2030 term, with the participation of 120 delegates from 27 affiliated party organizations, representing 496 party members in the Party Committee.

Attending the Congress were comrades: Bo Thi Xuan Linh, Member of the Provincial Party Standing Committee, Vice Chairman of the Vietnam Fatherland Front Committee of Lam Dong province; and leaders of departments, branches and localities.

Hai Ninh commune was established on the basis of merging 3 administrative units including Hai Ninh commune (old), Binh An commune and Phan Dien commune, with a natural area of 289.99 ^km2 ; population of 19,422 people, 4389 households, with many ethnic groups living such as Kinh, Hoa, Tay, Nung, Muong, Cham, San Diu, Raglai, Khmer, Cao Lan, Thai, Dao, Chu Ru...

People live mainly by agriculture, growing rice, dragon fruit, corn and raising livestock.

Comrade Phan Thanh Duong, Secretary of Hai Ninh Commune Party Committee, delivered the opening speech at the Congress.

During the 2025 - 2030 term, from traditional rice production methods, people have boldly applied advanced production models, organic rice, and environmentally friendly rice.

Currently, the whole commune has 5 food milling factories in operation, each factory has a capacity of 20 to 25 tons of rice per day and 5 small milling facilities.

In addition to the main products of processed food, which have increased significantly, many production facilities also focus on technological innovation, increasing productivity, product quality and competitiveness in the market such as milling rice, vermicelli, pho and processing services.

In addition, education, health care and culture have received attention, investment and are increasingly improved; social issues have been focused on solving, people's lives have been improved; politics and society have been stable, national defense and security have been maintained.

Religious and ethnic affairs are always given attention, ensuring good implementation of policies and activities on freedom of belief in accordance with the law.

Party building and the political system have many positive changes, democracy has been promoted, and the great national unity bloc has been firmly consolidated.

With the motto of Solidarity - Democracy - Discipline - For the people - Development, in the 2025 - 2030 term, the Hai Ninh Commune Party Committee has determined the goal of focusing on perfecting and building a clean and strong Party organization and political system; focusing on training and developing human resources, building a team of cadres and Party members with sufficient capacity and qualities, meeting the requirements and new tasks.

At the same time, exploiting the potential and advantages of the locality to shift the economic structure towards industry, handicrafts - agriculture - trade and services; strengthening military and defense tasks, maintaining political security and social order and safety; improving and enhancing people's lives, creating clear, comprehensive and solid changes in all fields.

Strive to complete targets such as the average annual growth rate of total product value in the commune is 10.41%; average income per capita/year by 2030 increases 1.3 times compared to 2025; building cultural families annually reaching 95% or more (compared to the total number of households), 90% of cultural villages and maintaining the commune standards meeting New Rural standards...

Speaking at the Congress, Comrade Bo Thi Xuan Linh, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial Vietnam Fatherland Front Committee, acknowledged the locality's achievements over the past 5 years.

He emphasized that the Hai Ninh Commune Party Congress took place in the context that the country was entering the early days of a new period. That was the revolution of administrative reform, reorganization of the apparatus and administrative units, building a two-level local government in the direction of streamlining, being close to the people, operating effectively, efficiently, effectively and serving the people better.

To successfully implement the goals and tasks set out in the coming term, the Hai Ninh Commune Party Committee needs to quickly stabilize the organization, build a great national solidarity bloc, and unify the will and actions throughout the entire Party Committee.

At the same time, identify key tasks that need to be deployed to successfully implement the Congress resolution's goals, with the spirit of "clear people, clear work, clear responsibilities, clear products, clear results, clear deadlines, and clear roadmap".

Focus on socio-economic development, ensure national defense and security, pay more attention to social security and sustainable poverty reduction. Deploy and effectively implement national target programs on socio-economic development for ethnic minority and mountainous areas in the locality.

Carry out well the work of taking care of people's health, developing culture and education; promoting the cultural identity of ethnic groups, cuisine with unique local characteristics to encourage the expansion of occupations, small-scale industry, trade and services; develop agriculture in a modern direction, applying technical advances, science and technology in production and business.

Comrade Bo Thi Xuan Linh, Vice Chairman of the Provincial Vietnam Fatherland Front Committee, suggested that the Commune Party Committee should continue to promote Party building and rectification, and strengthen mass mobilization work. Continue to consolidate and innovate the content and methods of operation of the Front and socio-political organizations in the direction of being close to the locality, practical and effective. At the same time, pay attention to and properly promote the role of the Party's inspection and supervision work.

In Decision No. 2341-QD/TU of the Provincial Party Standing Committee, the Party Executive Committee of Hai Ninh commune for the 2025-2030 term was appointed to consist of 18 comrades; the Party Standing Committee of the commune consists of 8 comrades. Comrade Phan Thanh Duong was appointed to hold the position of Secretary of the Party Committee of the commune; comrades Dang Thi Nhu Cam and Tran Anh Thinh were appointed to hold the position of Deputy Secretaries of the Party Committee of the commune.
