An Nghia commune has a total natural area of 9,448.67 hectares, 35 villages, a total of 6,770 households, a population of 26,801 people, of which Kinh ethnic group accounts for 49.3%; Muong ethnic group accounts for 49.1% and the rest are a number of other ethnic minorities. After being established and having key leadership positions assigned, An Nghia Commune promptly implemented tasks to complete the organizational structure and personnel work of the Party Committee, People's Council and People's Committee of the commune. Specialized agencies and administrative organizations under the People's Committee were established and put into operation according to the functions and tasks prescribed in legal documents and guidance documents at all levels; proactively advising the People's Committee of the commune to promptly implement tasks, especially serving the people in handling administrative procedures at the Public Administration Service Center of the commune.

After 2 weeks of implementing and operating the 2-level government model, the People's Committee of An Nghia commune has initially stabilized the organization, maintained operational order and synchronously deployed professional tasks. The team of commune officials and civil servants basically met the requirements of the task, quickly adapted to the new model, actively applied information technology, and gradually met the requirements of the work, especially in key areas such as digital transformation and administrative reform. The spirit of initiative, learning and good coordination between professional departments has helped the work not to be interrupted during the operation of the 2-level local government model.
In terms of infrastructure, An Nghia commune uses the old Phu Nghia commune headquarters as the Party Committee headquarters, the new An Nghia commune People's Committee, and Chua Tien bus station as the new An Nghia commune People's Council and Fatherland Front committees. After being repaired, upgraded, and renovated, it basically ensures enough office space for officials, civil servants, public employees, and workers. Regarding technical infrastructure, after being repaired and upgraded, the information technology equipment system at the An Nghia commune People's Committee headquarters basically meets the needs of use in professional and administrative work and serving the people.

An Nghia commune has many advantages in socio-economic development.
However, after 2 weeks of operating the new model, the commune encountered some difficulties. The commune has not been assigned a budget, so the spending tasks using the state budget of the local government are implemented according to Official Dispatch No. 22/STCQLNS dated July 3, 2025 of the Department of Finance of Phu Tho province. Regarding the allocation of regular spending resources, investment in developing infrastructure at the commune level in newly expanded areas, the funding sources of the 3 communes before the merger are still limited, some spending contents have been implemented before the merger, so the remaining funding is small, only enough to spend on basic regular tasks in the last 6 months of the year, leading to difficulties in funding for investment in facilities, offices, and equipment purchases.
Especially for the Public Administration Service Center with a small area, the number of transactions of citizens after the merger is large, so the provision of waiting seats for citizens is not guaranteed. The computer equipment of officials and civil servants is mostly old, low-configuration machines, so the software used is not guaranteed, some officials currently do not have computers or printers to serve their work. Up to now, the Public Administration Service Center of the commune has not yet used the electronic civil status software, has not been able to perform the administrative procedures of birth, death and marriage, and has not updated the new administrative procedures. On the other hand, through the review, the loudspeaker system in the villages and residential areas is broken, unable to receive signals, making it difficult to propagate to the villages and residential areas...
Comrade Nguyen Ngoc Van - Chairman of An Nghia Commune People's Committee said: In the new conditions of mechanism, people and facilities are still difficult, but with the determination to maintain the spirit, share, listen and connect, this is the key factor to help the commune apparatus operate better. To stabilize and effectively operate the Party Committee, government and local people after the merger, the commune proposed that the Provincial People's Committee soon submit to the Provincial People's Council the 2025 budget estimate.
At the same time, direct relevant departments and branches to update household registration data of old communes into new commune accounts to look up and resolve administrative procedures for people; open additional accounts for leaders to sign and civil servants to process documents.
