Firmly and steadfastly follow the path of socialism, resolutely and persistently overcome obstacles

The document of the 13th National Congress of the Party affirmed: “Firmly and creatively apply and develop Marxism-Leninism and Ho Chi Minh thought; firmly maintain the goal of national independence and socialism…” . Socialism and advancing to socialism are the correct choice, the consistent and continuous viewpoint of our Party throughout the process of leading the Vietnamese revolution.

The absolutely right way

National independence associated with socialism is the fundamental and consistent line of the Vietnamese revolution. Since its inception and throughout the revolutionary struggle, the Communist Party of Vietnam has always affirmed: Socialism is the goal and ideal of the Party and the Vietnamese people; advancing to socialism is an objective requirement and the inevitable path of the Vietnamese revolution.

Under the leadership of the Party, the cause of protecting and building the socialist Vietnamese Fatherland has achieved great achievements in all aspects, and our country's international position and prestige have been increasingly enhanced.

The practice of the path to socialism in Vietnam has its own characteristics from a semi-feudal colonial country, which after gaining independence skipped the period of capitalist development to move straight to socialism. This is the right choice, of the times, in line with historical trends and practices.

In 1930, the Communist Party of Vietnam was born in the context of the world capitalism developing into the imperialist stage, increasing oppression and exploitation of the people of the colonies and the working people of the mother country. At that time, in the Soviet Union, the construction of socialism achieved many great achievements in all aspects. In that context, right from its birth in the first Political Platform, our Party determined to make the bourgeois democratic revolution to gain national independence and move towards communism, skipping the stage of capitalist development. This choice was in line with the development trend and had a profound contemporary character.

In 1945, after gaining independence, our Party chose to build a socialist regime for the goal of national independence and the happiness of the people. This was the right choice and in line with the trend of the times and practical requirements. Because after World War II, the socialist system in the world was formed and developed. That right choice created the strength for the Vietnamese people to steadfastly overcome all difficulties and challenges, carry out the long-term resistance war of "9 years to build a Dien Bien" against the French colonialists and the 21-year resistance war of "fighting to drive the Americans out, fighting to overthrow the puppet regime " to gain national independence and unify the Fatherland.

Vietnam has become an exemplary model in the struggle for national independence and bypassing capitalism to move towards socialism. This is the uniqueness and creativity of the revolutionary path of the Communist Party of Vietnam, which is the solid foundation for ensuring the independence and freedom of the nation.

National independence and socialism are the core issues in Ho Chi Minh's thought, the fundamental, consistent and consistent line of the Vietnamese revolution, affirming the correctness of the Party and Uncle Ho in their perception of socialism and choosing the path to socialism in line with the trend of the times, affirming the Party's mettle and creativity in choosing the path to socialism with the unique characteristics of the Vietnamese nation.

Obstacles, difficulties, challenges both internal and external

To sabotage the path to socialism in our country, hostile forces often proclaim that Marxism-Leninism is “backward” and “wrong”. They express regret and remorse for following Marx’s “socialist path” and send out incoherent cries calling for the abolition of our Party’s ideological foundation, Marxism-Leninism and Ho Chi Minh thought, and for following the capitalist path.

Those who have opposing views to our Party also believe that "Vietnam cannot have national independence associated with socialism"; "holding on to the goal of national independence associated with socialism" is a manifestation of "conservatism and stagnation" and is a "serious mistake" in determining the path of national development in the context of many changes in the world.

Currently, hostile forces are promoting the strategy of “peaceful evolution” with increasingly sophisticated and dangerous plots and tricks, aiming to gradually weaken and eventually eliminate the leadership role of the Communist Party of Vietnam, overthrowing the socialist regime that our Party and People have worked so hard to build. This is a consistent and long-term goal that they are always pursuing.

They often take advantage of the mistakes of some cadres and party members, especially high-ranking cadres, to defame, slander, exaggerate, and distort the nature of the problem, thereby causing confusion in public opinion. When events occur in the region and the world related to Vietnam, they immediately take advantage of social networks to incite and attract opportunistic and dissatisfied elements, call for protest marches, put pressure on the political system, and affect political security and social order and safety.

For the masses, hostile forces thoroughly exploit issues of "democracy", "human rights", "religion", and "ethnicity" to incite and sow skepticism, divide people's trust in the Party and State, cause national disunity, and erode social consensus.

Not stopping there, they also plot to destroy the cultural foundation, morality, and socialist lifestyle. By spreading a pragmatic, hedonistic lifestyle and promoting individualism, they gradually degrade morality and lifestyle, erode the nation's fine traditional values, and cause political instability.

On the media, especially social networks, hostile and reactionary forces and political opportunists have launched all kinds of “reasons” and “foundations” for demanding the “depoliticization” of the armed forces. They combine the internal with the external, focusing on direct attacks on our basic views on the politics of the armed forces, the People’s Army and the People’s Public Security. They raise the banner of protecting “the people, the Fatherland, and the territory”, demanding that we “completely abandon the understanding that the armed forces only need to be loyal to the Communist Party and the socialist political system”.

Firmly walking on the path chosen by the Party, Uncle Ho and our People

In the article "Some theoretical and practical issues on Socialism and the path to Socialism in Vietnam", General Secretary Nguyen Phu Trong wrote: "National independence associated with socialism is the fundamental and consistent line of the Vietnamese revolution and is also the key point in the ideological legacy of President Ho Chi Minh. With his rich practical experience combined with the revolutionary and scientific theory of Marxism-Leninism, Ho Chi Minh came to the profound conclusion that only socialism and communism can thoroughly solve the problem of national independence, and can bring a life of true freedom, prosperity and happiness to all people and to all nations".

Currently, in the international and regional context, there continue to be many complicated developments. Countries are adjusting their development strategies and methods to adapt to the new situation. Hostile forces are increasing their sabotage. The situation of sovereignty disputes in the East Sea continues to be complicated. Climate change, natural disasters, epidemics and other non-traditional security issues are increasingly having strong and multi-faceted impacts, seriously threatening the stable and sustainable development of our country.

Our entire Party, people and army creatively apply and develop Marxism-Leninism and Ho Chi Minh thought; firmly adhere to the goals of national independence and socialism; firmly adhere to the Party's renewal policy to build and defend the socialist Fatherland of Vietnam.

Our country is opening up, integrating deeply into the economy, the socialist-oriented market economy under the leadership of the Party has brought great achievements to our country and our people. However, the negative side of the market economy has caused many cadres and Party members to fall and lose themselves.

Recognizing that this danger is a "fertile ground" for hostile forces to implement the strategy of "peaceful evolution", Resolution 4 of the 12th Central Committee clearly pointed out the manifestations of degradation in political ideology, degradation in morality, lifestyle, and "self-evolution" and "self-transformation".

The Resolution clearly states that the degradation of political ideology, morality, and lifestyle leading to "self-evolution" and "self-transformation" is just a short step, even a very short step, with unpredictable dangers, which can lead to assisting or colluding with hostile forces, betraying the ideals and revolutionary cause of the Party and the nation. In order to create a strong change in the work of building and rectifying the Party and the political system, building the contingent of cadres and party members, the 4th Central Conference of the 13th tenure issued Conclusion No. 21-KL/TW on promoting the building and rectification of the Party and the political system; resolutely preventing, repelling, and strictly handling cadres and party members who have degraded in politics, morality, and lifestyle, manifesting "self-evolution" and "self-transformation" and Regulation No. 37-QD/TW on what party members are not allowed to do, with many outstanding new points.

In recent times, our Party and State have had to resolutely deal with corrupt and degenerate cadres. We are deeply saddened when our comrades are disciplined, even criminally prosecuted. However, for the sake of the strictness of Party discipline, the rule of law of the State, the purity, strength and prestige of the Party and the will of the People, our Party and State must strictly deal with cadres who violate Party discipline and State law with the motto "no forbidden zones" and "no exceptions".

To effectively prevent and combat the "peaceful evolution" strategy, detect, stop and eliminate the "sugar-coated bullets" that are hindering the path to socialism, our Party has synchronously implemented many solutions such as: Preventing and combating "self-evolution" and "self-transformation"; doing a good job of forecasting, grasping information developments, proactively orienting ideology among all classes of people; filling information "gaps" on social networks, especially at the grassroots level, in remote and isolated areas, according to the motto "wherever people access information, there are cadres to orient information".

Accordingly, the key solution is to effectively prevent and combat “self-evolution” and “self-transformation” within the organization. Lenin, the great thinker and founder of the world’s first socialist state, advised the communists: “No one can destroy us, except our own mistakes.”

Talking to cadres before taking over the capital Hanoi in 1954, many people wondered what their salaries would be like after returning to the lowlands and what their work would be like later. Uncle Ho added a questionable point that no one had raised: What should one's morality and personality be like when returning to the lowlands? He advised: "Enemy bombs and bullets are not as dangerous as 'sugar-coated bullets' because they harm us without us seeing them."

Therefore, the fight against "sugar-coated bullets" must begin with the work of self-examination and self-correction, like the daily "brushing of teeth and washing of face" of each cadre and party member; must prevent and immediately stop the temptations of fame and power around us, and keep ourselves truly clean. When our Party has chosen and built a strong Politburo, a strong Central Executive Committee, strong key cadres, trusted and supported by the people, the "peaceful evolution" strategy of hostile and reactionary forces will not achieve its goal. This is a prerequisite for the country to firmly step on the path to socialism, firmly maintain and steadfastly pursue the goals of national independence and socialism, for the prosperous and happy life of the people.

For the People's Public Security force in general and the Bac Kan Provincial Public Security force in particular, it is always steadfast and upholds the principle that the Communist Party of Vietnam absolutely and directly leads the armed forces in all aspects.

The current context poses many new challenges. Hostile forces are constantly increasing their "peaceful evolution" activities. Bac Kan Provincial Police always proactively grasp the situation, identify and forecast the factors of impact, plots, tricks, and sabotage activities of hostile and reactionary forces, and political opportunists. At the same time, they perform well the advisory function with local Party committees and authorities, coordinate with departments, branches, sectors, and localities to effectively and synchronously implement all aspects of Party protection work, protect the Party's ideological foundation, viewpoints, and leadership lines; internal political security, the Party organization system, cadres, and Party members; proactively prevent, resolutely fight, and neutralize threats and sabotage activities against the Party, the State, and the socialist regime.

Continue to build the Party in the People's Public Security, build a truly clean and strong Bac Kan Provincial Public Security force, ensuring excellent performance of assigned functions and tasks, worthy of being a force loyal to the Party, knowing only "as long as the Party exists, we exist", being the "sword" to protect the Party, the State and the People.

In particular, Bac Kan Provincial Police pay attention to mass mobilization work, strengthening close relations with the people. Police officers and soldiers regularly stay close to the locality, listen to the people's aspirations, proactively detect problems arising from the grassroots to promptly resolve them. It is from this close bond that the people increasingly trust and voluntarily participate in the movements "All people protect national security", joining hands to build a solid people's security posture.

In the process of moving towards socialism, there is no smooth road. However, with steadfast political will, persistent fighting spirit, close attachment to the people and steadfast belief in the leadership of the Party, the Bac Kan Provincial Police force will continue to overcome all obstacles, maintain its core role in protecting political security, social order and safety, contributing to building the homeland of Bac Kan increasingly rich, beautiful, safe and civilized./.
