The cooperation agreement is a practical step to concretize the Party and State's guidelines and policies in administrative reform, building e -Government , and moving towards digital Government. At the same time, it gradually realizes the goal of taking people and businesses as the center of service, taking people and businesses' satisfaction as a measure of quality and efficiency in handling administrative procedures under the one-stop and one-stop mechanism.
Representatives of Vietnam Post and Hanoi City Public Administration Service Center signed a cooperation agreement to deploy human resource supply to support people in carrying out administrative procedures.
Accordingly, Vietnam Post will arrange staff to participate in some tasks at the Branches and Reception Points of the Public Administration Service Center in Hanoi. Specifically, Vietnam Post staff will directly guide, receive, digitize records and return results of administrative procedure settlement in accordance with the provisions of Decree No. 61/2018/ND-CP dated April 23, 2018 of the Government on implementing the one-stop, one-stop mechanism in handling administrative procedures; Decree No. 45/2020/ND-CP dated April 8, 2025 of the Government on implementing administrative procedures in the electronic environment. 100% of Postal staff are qualified in terms of qualifications, expertise, high sense of responsibility, dedicated, friendly and open service attitude.
People will be supported and guided clearly and specifically right from the first steps when performing administrative procedures, contributing to improving efficiency, service quality, saving resources for state agencies, increasing satisfaction and trust of people towards administrative agencies. The participation of Post Office staff also helps reduce pressure on civil servants and public employees at the Center to focus on professional work and perform state management tasks better.
Speaking at the ceremony, Mr. Le Quoc Anh, Deputy General Director of Vietnam Post, said that in recent times, Vietnam Post has actively participated in providing public administrative services nationwide and deployed them to the commune level. By the end of May 2025, Vietnam Post had arranged more than 560 employees to receive work transfers at nearly 200 One-Stop Departments at all levels. The deployment has contributed to the state administrative agencies in perfecting the apparatus, streamlining the payroll, reducing costs related to operations at One-Stop Departments; creating favorable conditions for receiving administrative procedure records without administrative boundaries.
Vietnam Post commits to allocate the best resources and support favorable conditions to continue promoting its role as an extended arm, accompanying the Hanoi City Public Administration Service Center to contribute to building a modern, professional, close-to-the-people, and for-the-people administration.
"The coordination between Vietnam Post and the Hanoi City Public Administration Service Center and related units is a practical step in building a model of providing interconnected public services, helping to strengthen the connection between agencies, serving people comprehensively and conveniently," Mr. Le Quoc Anh emphasized.

Also within the framework of the Ceremony, the Customer Support and Care Center (Hanoi City Public Administration Service Center), Hanoi Post Office and credit institutions and banks signed a tripartite cooperation agreement to effectively implement the field of registration of security measures using land use rights and assets attached to land to prioritize online provision in Hanoi.
