Vietnam and Korea sign additional agreement on memorandum of understanding on educational cooperation

GD&TĐ - The Vietnamese Ministry of Education and Training and the Korean Ministry of Education signed a supplementary agreement to the memorandum of understanding on educational cooperation between the two countries.

At the invitation of South Korean President Lee Jae Myung and his wife, from August 10-13, General Secretary To Lam , his wife and a high-ranking Vietnamese delegation paid a state visit to South Korea.

Here, witnessed by General Secretary To Lam and President of the Republic of Korea Lee Jae Myung, many cooperation agreements between the two countries were signed and exchanged.

Representing the Vietnamese Ministry of Education and Training , Deputy Minister Hoang Minh Son and his counterpart from the Korean Ministry of Education, Ms. Choi Eun-ok, signed a supplementary agreement to the memorandum of understanding on educational cooperation.

The Supplementary Agreement aims to promote and enhance Korean language education in general schools in Vietnam on the basis of mutual cooperation between the parties.

Specifically, according to the supplementary agreement, the Korean side will encourage and support Korean language classes at high schools in Vietnam that have applied Korean as a regular subject, including after-school classes.

In return, the Vietnamese side will support schools that have adopted Korean as a regular subject to ensure that Korean language education is carried out smoothly, based on students' needs, schools' capacity and local government regulations.

To improve the quality of Korean language education in Vietnam as part of the official school curriculum, the Korean side will send Korean language teachers to high schools that already use Korean.

Within its capacity, the Vietnamese side will actively support essential issues related to the entry and stay of dispatched Korean language teachers, including visa issuance and work permit exemption, in accordance with relevant laws and regulations in Vietnam.

The number of Korean language teachers to be dispatched to Vietnam will be decided annually through discussions between the Parties.

According to information from the Department of International Cooperation, Ministry of Education and Training, in the 2024-2025 school year, the Vietnamese Ministry of Education and Training will support the procedures for receiving 9 volunteer teachers to teach at a number of high schools in Hanoi, Bac Giang and Hai Phong.

The Korean side has supported the completion of documents and textbooks for grades 3 and 4 (for foreign language 1) and documents from grades 6 to 10 (foreign language 2).

At the request of the Korean Education Office, the Ministry of Education and Training is sending a dispatch to a number of Departments to find out the need for Korean teachers to send as volunteers for the 2025-2026 school year.

There are currently nearly 50 universities offering Korean language courses. Universities with Korean language departments are attracting many students to apply and effectively implementing exchange activities with Korean educational institutions.

Every year, the Ministry of Education and Training, together with the Korean side, carries out a program to support training for teachers/officers in Korea and Vietnam on enhancing information technology capacity. At the same time, the Korean side also supports training on e-learning and digital transformation for education management staff through the APEC cooperation framework.

According to information from Korea, the number of Vietnamese students studying abroad is currently about 43,000, mainly studying Korean and enrolling at the university level. Every year, about 21,000 candidates take the TOPIK certificate exam. Korea offers hundreds of university and graduate scholarships for Vietnamese citizens to study (both government and school scholarships).

In addition to signing a supplementary agreement on the memorandum of understanding between the Vietnamese Ministry of Education and Training and the Korean Ministry of Education on educational cooperation, it is expected that within the framework of General Secretary To Lam's visit, higher education institutions of the two countries will also sign specific cooperation agreements to further promote higher education and science and technology cooperation between Vietnam and Korea.
