Vietnam - EU promote cooperation in science, technology, innovation and digital transformation

Science, technology, innovation and digital transformation (ST&DT) are important pillars of cooperation, opening up many spaces for cooperation between the Ministry of Science and Technology (MOST) of Vietnam and the European Union (EU).

On September 17, 2025, in Hanoi, Minister of Science and Technology Nguyen Manh Hung had a meeting with Mr. Julien Guerrier, Ambassador Extraordinary and Plenipotentiary of the EU to Vietnam.

Minister Nguyen Manh Hung received Mr. Julien Guerrier, Ambassador Extraordinary and Plenipotentiary of the EU to Vietnam.

At the reception, Minister of Science and Technology Nguyen Manh Hung emphasized: Vietnam has carried out the renovation process nearly 40 years ago. The first stage was to develop agriculture to escape poverty. The second stage relied on FDI, processing, and assembly, turning the country into a middle-income country. The third stage, the current stage, is to move from a middle-income country to a high-income country based on science, technology, innovation, and digital transformation. In this journey, the EU is an important partner with many strengths and potentials in technology, experience, and human resource development.

The Ministry of Science and Technology is currently managing many important fields, including science and technology, innovation, post and telecommunications, digital transformation, digital technology and digital technology industry, quality measurement standards, intellectual property, and nuclear energy.

In the field of scientific research, Vietnam hopes the EU will promote co-funded projects, strengthen links between research institutes and universities; share experiences on software systems for managing science and technology tasks using the state budget, and on commercializing scientific research results.

In the field of quality measurement standards, the Ministry of Science and Technology proposed that the EU support Vietnam in perfecting the national standards system, especially for important infrastructure projects such as high-speed railways, nuclear power plants and smart cities.

Regarding telecommunications and digital transformation, the two sides discussed cooperation in developing 5G infrastructure, promoting roaming connections at reasonable costs, and expanding cooperation in digital technology industries such as artificial intelligence and semiconductors. Vietnam has strong STEM human resources and preferential policies to attract investment in these two fields.

In the field of atomic energy, the two sides agreed to strengthen cooperation in developing safe and modern nuclear energy.

Responding to Minister Nguyen Manh Hung, Mr. Julien Guerrier highly appreciated Vietnam's strong development in recent years. The Ambassador emphasized that 2025 marks 35 years of strong and effective cooperation between Vietnam and the EU, spanning many fields, including science and technology, digital transformation, and green transformation.

Regarding the direction of cooperation in the new period, the Ambassador proposed to soon sign a Letter of Intent on cooperation in science and technology, innovation and digital transformation. Minister Nguyen Manh Hung highly agreed, affirming that this will be an important foundation for the two sides to implement specific cooperation projects in the coming time.

At the end of the meeting, Minister Nguyen Manh Hung highly appreciated the contents discussed by both sides. The Minister expressed his hope that Vietnam and the EU will continue to strengthen cooperation in the fields of science and technology, digital transformation, opening a new page in the cooperative relationship between the two sides, making practical contributions to the sustainable development of Vietnam and the EU./.
