On the morning of August 26, in Hanoi , Prime Minister Pham Minh Chinh chaired a conference to summarize the program and emulation movement "The whole country joins hands to eliminate temporary and dilapidated houses".
The conference took place in a live format, combined with online streaming to localities and was broadcast live on television and radio.

Also attending at the Hanoi bridge were Politburo members: Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien; Head of the Central Propaganda and Education Commission Nguyen Trong Nghia; Permanent Deputy Prime Minister Nguyen Hoa Binh ; Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang.
Reporting at the conference, Minister of Ethnic Minorities and Religions Dao Ngoc Dung said that on November 24, 2023, the Party Central Committee issued Resolution No. 42-NQ/TW (Resolution 42) on continuing to innovate and improve the quality of social policies, which sets the goal of completely eliminating temporary and dilapidated houses for poor households, near-poor households and people affected by natural disasters and climate change by 2030.

However, the review results at the end of 2023 showed that the whole country still has nearly 400,000 temporary and dilapidated houses, and many households still live in simple, makeshift houses that do not ensure minimum safety. Based on the experience of the Ministry of Public Security, the Ministry of National Defense, the Vietnam Fatherland Front, political organizations and some localities, from the end of 2023, Prime Minister Pham Minh Chinh and the Emulation and Reward Council decided to launch a national emulation movement to join hands to eliminate temporary and dilapidated houses in the period of 2024 - 2025, with the goal of eliminating temporary and dilapidated houses by the end of 2025.
During the implementation process, thanks to closely following reality and accurately assessing the situation, when seeing an opportunity to finish earlier, with the spirit of "even faster, even more drastic", the Central Steering Committee decided to shorten the time, striving to complete before August 31, 2025, right on the occasion of the 80th anniversary of the August Revolution and National Day September 2.

Up to now, after 1 year, 4 months and 13 days since the launch and 10 months and 21 days of 450 days and nights of peak implementation, Vietnam has basically completed the goal of eliminating temporary and dilapidated houses nationwide, reaching the finish line 5 years and 4 months ahead of the target in Resolution 42.
The report stated that 334,234 temporary and dilapidated houses with a total budget of nearly VND 50,000 billion have been eliminated in the program. Of which, more than VND 24,000 billion, the State has allowed the use of 5% of regular spending savings in 2024, which is VND 5,070 billion, and from VND 1,940 billion from increased budget revenue in 2024 to support housing for people with revolutionary contributions and relatives of martyrs.

Many localities have been proactive, creative, and mobilized support resources higher than the central level: Tuyen Quang, Thanh Hoa: 80 million VND/household, Ha Nam (now Ninh Binh) 120 million VND/household for new construction. 60% of households have mobilized additional resources to build higher than the support level.
The whole country has mobilized 2.7 million working days and more than 454,000 people to support people.
In addition, a number of ministries and agencies have mobilized resources and provided great support for the program, such as: The Ministry of National Defense has supported nearly 1,000 billion VND, mobilized 140,983 officers, soldiers, and militia with 414,526 working days and 62,916 vehicles; The Ministry of Public Security has supported over 790 billion VND, mobilized more than 27,400 officers, police officers with 534,000 working days and supported construction materials; The Banking sector has supported about 1,815.15 billion VND; The Central Committee of the Vietnam Fatherland Front mobilized through the Central "For the Poor" Fund more than 125.88 billion VND; Youth Unions at all levels across the country have contributed 485,715 working days...

Minister Dao Ngoc Dung emphasized that this result affirms the close direction of the Party and State; demonstrates the superior nature of the socialist regime, ensures the basic right to housing of citizens, and is a testament to the international commitment of the Prime Minister at the Global Summit on Poverty Eradication in Brazil.
Despite the basic results achieved, this is only the first step in the journey towards completely eliminating temporary houses, dilapidated houses and multidimensional poor households. In the coming time, it is recommended that all levels, sectors and localities continue to review and mobilize resources to eliminate the remaining unregistered houses and newly-created ones before December 2035; at the same time, provide comprehensive care for people to settle down and have a stable place to live, work, livelihood and income so that no one is left behind.
