The amount of money is not much, but it is an extremely valuable spiritual gift, demonstrating the care of the Party and State for the people.

From early morning on August 31, tens of thousands of people in 41 residential groups of Ninh Hoa ward excitedly called each other to go to the cultural house to receive gifts from the Party and State to celebrate Independence Day September 2, creating a warm and meaningful atmosphere. Holding 300,000 VND in her hand, Ms. Phan Thi Van (residential group 3, Ninh Hoa ward) excitedly said: "My family has 3 members, all members authorized me to go to the cultural house to receive the money. Not only my family, millions of Vietnamese people are all happy and joyful to receive gifts. A very great spiritual gift". Mr. Phan Van Tiem (70 years old, residential group 3, Ninh Hoa ward) could not hide his joy: “My family has 5 members. From the evening of August 30, the village cadres announced and came to our house to distribute the vouchers, instructing us to clearly record the information of each member. Early in the morning, we brought the authorization letter and ID card to the cultural house headquarters to receive the money. This is a very meaningful gift from the Party and the State to the people on the occasion of the 80th anniversary of National Day. My family gives this money to my grandson who is studying at university in Ho Chi Minh City, contributing to encouraging him to study hard, grow up, and contribute to building his homeland and country.”

From 9:00 a.m. on August 31, the People's Committee of Bac Nha Trang Ward divided into 6 locations to pay money to people. From 8:00 a.m., people flocked to the locations to wait to receive money. Everyone was happy to receive money from the State on the occasion of the 80th anniversary of National Day. At the headquarters of the Bac Nha Trang Ward Party Committee, people were supported by ward officials and residential groups to receive money. As the first person to receive money, Mr. Lam Du Duc (59 years old, Cu Lao Trung residential group) was very excited. Sitting waiting for her turn to receive money, Ms. Ngo Thi Minh Nu (74 years old, Cu Lao Thuong residential group 1) expressed: "This is the first time the State has given money to all people to celebrate Independence Day, so we are very happy. The amount of money is not much but the meaning is very great, because it proves that the State is increasingly paying more attention to people's lives".

Ms. Dang Thi Bach Tuyet (20/1 Van Hoa, Nha Trang ward) was also very happy because the procedure for giving out cash gifts was not as complicated as she had imagined at home. “I presented my citizen ID card, then remembered that my son had registered to receive gifts through his account, but as soon as I said that, the officers here had already looked up the system and informed me that I could receive gifts for 3 people, very quickly and accurately,” Ms. Tuyet said.

On the afternoon of August 31, the communes of Khanh Vinh, Tay Khanh Vinh, and Nam Khanh Vinh gave gifts to people. In Hon Du village (Tay Khanh Vinh commune), more than 350 people came to receive gifts. Mr. Cao Hong (Hon Du village) said: "My family has 5 members, so I was authorized to receive 500,000 VND. My family will use this money to buy books, school supplies, and new clothes for the children to prepare for the new school year." In Khanh Vinh commune, some householders on the list could not go, so the staff flexibly asked family members to sign the gift receipt, with the village chief's signature confirming. Mr. Cao La Man (group 3, Khanh Vinh commune) shared: "This is a very meaningful and practical gift for my family."

In order to make the payment work carefully, the People's Committee of Phan Rang Ward held an urgent meeting and established a team to guide people to 4 locations to make payment to people quickly. Holding the gift money in hand, Mr. Nguyen Quang Phung (residential group 24, Phan Rang Ward) said: "This is the first time I have received Independence Day gift money, I am very happy, thank the Party and the State for their attention". The whole Phan Rang Ward has more than 73,000 people with a total payment of more than 7.3 billion VND.

In Ninh Hai commune, everyone was excited to receive the meaningful gift. Ms. Nguyen Giao (Tan An village, Ninh Hai commune) shared: "My family has 8 members, so we received 800,000 VND, this amount of money is very precious to my family during the holiday". Ms. Tran Thi Hai (75 years old, residential group 1, Ninh Chu ward) said: "This is a popular policy, showing the affection of the Party and the State for the people of the whole country! Through this, I would like to thank the Party and the State for caring for the people and I am even more proud that the Vietnamese people live in peace and freedom".

Mobilize forces to pay people

The payment of gifts to people falls on holidays and public holidays, but all communes and wards in the province have mobilized the entire political system to participate with the determination to pay money to people before September 2 in accordance with the direction of the Prime Minister and the Provincial People's Committee. Ms. Nguyen Thi Hong Hai - Chairman of Ninh Hoa Ward People's Committee said that after receiving the telegram of the Prime Minister and the direction of the Provincial People's Committee, on August 30, the locality held a meeting to discuss the most convenient and fastest payment plan for people. From there, mobilized all cadres, civil servants, public employees, police forces, and youth to go to 41 residential groups to work with residential group cadres to distribute forms for people to fill in information. At the same time, the ward urgently withdrew cash, carefully prepared locations and specifically notified the people. On that basis, on the morning of August 31, 41 residential groups simultaneously paid money to more than 58,700 people in the entire ward. The locality has implemented payment in two forms: cash and social security accounts. However, due to the overload of the software system, it has been difficult to access data. Therefore, the locality has come up with a solution based on the ward's population database to review cash payments to all residents. When the software system is smooth, the locality will integrate it into the social security account on VNeID. For residents who cannot travel, the locality will go to their homes to pay. With that approach, the locality is determined to pay gifts to residents by September 1. The locality has encouraged officers and soldiers to uphold the spirit of "Serving the people" so that everyone can actively participate and complete their tasks well.

According to Ms. Huynh Thi Minh Thu - Chief of Office of the People's Council and People's Committee of Nha Trang Ward, the ward started to pay out gifts from 11:30 a.m. on August 31 (including noon) to 8:00 p.m. every day. According to the list provided by the police, the number of people receiving cash directly from the ward is 117,988 people. To obtain this list, the ward police coordinated with the provincial police to work at full capacity until the previous evening and transferred it to the ward People's Committee for implementation.

Ms. Tran Thi Anh Tuyet - Vice Chairman of Phan Rang Ward People's Committee shared that the locality has thoroughly implemented the motto of delivering gifts from the Party and State to the people quickly, publicly, transparently and fully, ensuring meaning. This is not only material support but also a great source of spiritual encouragement, strengthening people's trust in the leadership of the Party and State.

In addition, the staff, civil servants and public employees of communes and wards in the province have also made great efforts and overcome difficulties to complete their tasks well. Ms. Ngo Thi Phuong Tram - an official of Ninh Hoa ward shared: "On this occasion, I had planned to take my whole family to Da Lat, but when the local leaders mobilized everyone to participate in paying money to the people, I had to put aside my personal affairs to carry out the task. Although the work was busy and stressful, the local leaders were always close and encouraged, so everyone was determined to complete the task". Ms. Do Thi Huyen - Deputy Director of Khanh Vinh Commune Public Administration Service Center said that from the list transferred by the police, the area of ​​Group 3 had 268 households with more than 1,200 people this time. Although it was a day off, a holiday, the commune officials all worked hard so that people could receive gifts on time.
