Speaking at the opening of the Congress, Professor, Academician Chau Van Minh, President of the Vietnam Academy of Science and Technology emphasized that with the motto "Solidarity - Democracy - Integrity - Breakthrough - Development", the 9th Congress of the Party Committee of the Academy has the theme "Building a clean and strong Party Committee of the Vietnam Academy of Science and Technology; improving the quality of scientific research and technological development associated with training high-quality human resources.
Besides, develop the Vietnam Academy of Science and Technology to be on par with advanced scientific and technological organizations in the region and the world , actively contributing to the rapid and sustainable development of the country in the new era, the era of national growth.
Outstanding achievements in the 2020-2025 term
On behalf of the Presidium, Professor, Dr. Tran Tuan Anh, Deputy Secretary of the Party Committee, Vice President of the Vietnam Academy of Science and Technology presented the Political Report of the Party Executive Committee for the 2020-2025 term.
Accordingly, during the past term, the Party Committee of the Academy has focused its intelligence on building and issuing 7 important resolutions and directives to strengthen the Party's leadership in implementing political tasks and has conducted a preliminary and final review of 5 resolutions issued by the previous Party Committee. The Party Committee has achieved and exceeded 12/13 targets, completing the key tasks set out in the Resolution of the Party Congress for the 2020-2025 term, specifically:
Basic research has always been the strength of the Academy, many fields have reached advanced levels in the region and internationally. Two international centers for Physics and Mathematics recognized and sponsored by UNESCO affirm the international integration level of the Academy in the fields of Physics and Mathematics. In the past 5 years, the Academy has published more than 12,000 scientific works, of which the number of internationally published works is 8,400, an increase of 73% compared to the previous term.
Basic investigation continues to affirm its interdisciplinary and multidisciplinary position. Basic investigation products of the Academy such as databases on islands, continental shelves, national Atlas maps, data sets and investigation data on geology, sea, environment, earthquakes, energy, biodiversity, biologically active natural compounds, etc. have created a scientific basis to provide to departments, ministries, branches and localities to develop strategies, plans and socio-economic development plans.
The work of applying scientific research results into practice has had many new developments. In the past 5 years, the Academy has been granted 292 intellectual property certificates (including 9 international patents), an increase of 52% compared to the previous term, an average annual increase of 9%, exceeding the resolution.
In addition, the Academy always attaches importance to performing advisory tasks for the Party and the State, through proactively proposing or implementing tasks assigned by the Party and the State. The Academy has participated in and actively contributed to perfecting legal policies on the development of the science and technology market, contributing to the effective implementation of the Party and the State's policies and guidelines, which have been recognized and highly appreciated.
Attention is paid to the work of building and developing scientific and technological potential, the quality of scientific and technological human resources is improved, meeting the requirements of rapid and sustainable national development in the new period in the spirit of Resolution No. 45-NQ/TW dated November 24, 2023, the work of streamlining the organization, operating effectively and efficiently with reasonable job positions, improving the quality of the staff and civil servants according to Resolution No. 18-NQ/TW.
Personnel work is implemented closely, effectively, and in accordance with regulations; planning work is strictly implemented as a basis for training, fostering, evaluating, appointing, and reappointing leaders and managers...
Six indicators on political task implementation
The Party Committee of the Vietnam Academy of Science and Technology has determined that from now until 2030 and the following years, the Fourth Industrial Revolution will continue to develop strongly and have a profound impact on all fields. Science and technology are the main driving force for socio-economic development. The country has accumulated strength and position for breakthrough development in the new era. The above context is a factor that has a very favorable impact on Party building, leadership, and coordination in implementing political tasks in the coming term.
From there, the Party Committee of the Academy set a goal to strive by 2030 to have important developments and qualitative breakthroughs in scientific research, technology development, application, deployment and technology transfer; some areas with strengths such as Mathematics, Physics, and Biology will reach advanced levels in the region and internationally.
Along with that, building clean and strong party organizations, agencies, units and unions; building a team of leaders and managers with sufficient qualities, capacity and prestige, equal to the tasks; promoting the training of highly qualified scientific staff for the country; making the Institute a leading center of science and technology in the region, making worthy contributions to the cause of industrialization, modernization and international integration of the country.
Based on that goal, the Party Committee of the Academy identified 6 specific targets for implementing political tasks, including: Making a breakthrough in the quality of basic research, striving to increase by more than 50% the number of scientific works published in prestigious international journals with high impact index compared to the 2020-2025 term; fully mastering at least 30 advanced technologies, core technologies, strategic technologies in the fields of manufacturing new materials, biotechnology, information technology, marine technology, space technology, etc.; the number of intellectual property certificates increased by 50% compared to the 2020-2025 term; maintaining existing strong research groups and developing at least 20 more strong research groups in basic research fields; the quality of undergraduate and postgraduate training meets international standards; By 2030, strive for 9/12 journals of the Academy to meet Web of Science/Scopus standards.
The Congress listened to a report reviewing the leadership and direction of the Party Executive Committee of the Vietnam Academy of Science and Technology for the 2020-2025 term.

To successfully implement the Resolution of the Congress, the Congress elected the Party Executive Committee for the 2025-2030 term.
The Congress also elected the Delegation of Delegates to attend the 1st Government Party Congress, term 2025-2030.
Focus on research, development and application of strategic technology
Speaking at the Congress of the Party Committee of the Vietnam Academy of Science and Technology, Deputy Prime Minister Nguyen Chi Dung acknowledged that under the close leadership of the Party Committee of the Academy, the solidarity, unanimity, and continuous efforts of all cadres, party members, civil servants, public employees, and workers, the Vietnam Academy of Science and Technology has achieved many outstanding achievements, making important contributions to the development of science and technology in the country. On behalf of the Government Party Committee, the Deputy Prime Minister commended and congratulated the achievements of the Party Committee of the Vietnam Academy of Science and Technology.
In addition, the Deputy Prime Minister pointed out existing problems and limitations, such as: Some areas of science and technology have not developed evenly, and have not really paid attention to technology development to quickly put research results into practice; there are still many difficulties in attracting highly qualified scientific staff; some Party committees and cadres in charge of Party work have not invested much effort and time and still lack experience in Party building work.
Deputy Prime Minister Nguyen Chi Dung emphasized that the regional and world situation continues to witness unprecedented profound changes, the fourth industrial revolution is taking place strongly, science and technology are identified by the Party and State as the top national policy, the driving force and foundation for the country's rapid and sustainable development. Recently, the Politburo has issued the "four pillars", in which Resolution 57/NQ-TW has strategic significance, guiding the development of science and technology of the country in the new era of strong, civilized and prosperous development of the nation.
At the same time, the Resolution is like a strong call, creating a new vitality and promoting the comprehensive development of the intellectuals and scientists of the whole country in general and of the Vietnam Academy of Science and Technology in particular. The Vietnam Academy of Science and Technology has a particularly important position, being a leading multidisciplinary and multi-field scientific and technological research organization of the country.
To continue promoting this pioneering role, Deputy Prime Minister Nguyen Chi Dung suggested that during the 2025-2030 term, the Party Committee of the Academy of Science and Technology should focus on a number of key tasks.
Firstly, focus on doing well the work of Party building and improving the leadership capacity and fighting strength of the entire Party. Continuously pay attention to building a clean and strong Party organization in terms of ideology, politics, organization, inspection and mass mobilization, considering this a key task to ensure the victory of the renovation cause; at the same time, regularly monitor and grasp the situation and ideological developments of the contingent of cadres, Party members and workers to have timely and effective measures to handle arising issues; strengthen internal solidarity, expand democracy along with raising the sense of organizational discipline; pay attention to the work of Party development associated with improving the quality of the contingent of Party members; strengthen the work of inspection and supervision of Party organizations and Party members.
Second, continue to focus on improving scientific and technological research capacity; invest in developing basic research and expanding new research directions, anticipating world technology trends; develop core technology and source technology, strategic technology to create a knowledge foundation, promote applied research, closely link research with the practical needs of society, industries, localities, and enterprises, prioritize research fields that are breakthrough and capable of creating high-tech and valuable products.
In particular, attention should be paid to the research, development and application of 11 strategic technology groups and strategic technology product groups recently issued by the Prime Minister. The Academy needs to invest synchronously and modernly in facilities and equipment for research, aiming for laboratories that meet international standards, turning laboratories into technology "incubators".
According to the Deputy Prime Minister, the Academy of Science and Technology must innovate its approach, meet new trends and requirements set by the Party and State; form strong research groups, invest in good facilities. From there, strive to do new things, difficult things, big things, important things.
Third, focus on building and developing high-quality human resources; strengthen training and fostering leading scientific staff and talented young scientists; create mechanisms and policies to attract and promote talents, especially Vietnamese scientists abroad; build a professional and dynamic working environment, encourage creativity and innovation.
Fourth, continue to promote international cooperation and integration in science and technology; proactively participate in international research networks and major scientific programs in the world. Along with that, strengthen cooperation with leading research institutes and universities in the world to exchange experiences, transfer technology and train human resources; promote the role of a bridge in bringing advanced science and technology to Vietnam and introducing Vietnam's scientific achievements to the world.
Fifth, participate in contributing opinions to the documents of the 14th National Party Congress, contribute opinions to the documents and elect the delegation to attend the 1st National Party Congress. On the basis of the Draft documents, each delegate promotes democracy and intelligence, focuses on discussing, analyzing, and contributing opinions to the Draft documents so that the Party's documents are highly actionable, contributing to deciding important issues of the country.
The Deputy Prime Minister believes that, with the spirit of solidarity and high determination, the Party Committee of the Vietnam Academy of Science and Technology will lead the Institute to successfully complete the goals and tasks set by the Congress, continue to reap more successes, and be worthy of being the "cradle" of Vietnamese science and technology.
