The Working Committee on Non-Governmental Organizations works with the People's Committee of Hanh Phuc Commune

At the meeting, the People's Committee of the commune reported on the implementation process of the "Children's Right to Education Project - Phase 2 VN04-307" sponsored by Childfund. Accordingly, in the period of 2023 - 2026, the project has a total budget of over 3.6 billion VND implemented in 6 communes of the old Quang Hoa district with the following contents: Specific teaching methods for children with disabilities based on the characteristics and abilities of children; helping to build a safe and integrated environment for children with disabilities; planning inclusive education for schools, developing individual education plans for children with disabilities... Thereby, it has contributed to improving communication skills and personal self-service for children with disabilities in localities in the project area; changing the awareness and ability of parents of children with disabilities to help their children practice life skills instead of doing it for them. The community is increasingly aware of and interested in inclusive education for students with disabilities.

However, the project implementation process is facing difficulties, especially in the process of converting to a 2-level local model, such as: there is no guidance on establishing a Project Management Board, a commune-level project team after the dissolution of the district level (transitional project); there is a lack of personnel participating in the commune-level project because officials have to take on many tasks; there is a lack of teaching equipment for children with disabilities; the process of appraising documents of non- governmental project dossiers still has many shortcomings and is slow...

Speaking at the working session, the Working Group of the Foreign Non-Governmental Organizations Committee acknowledged the proactiveness of the local authorities and project teams in the region in implementing the project, thereby promoting efficiency and contributing to supporting local disabled children. It is recommended that the locality and the sponsor clearly identify the project owner and submit it to the Provincial People's Committee for timely implementation. Regarding the difficulties of the locality in implementing the project in particular and receiving non-governmental projects in general, the working group will provide advice and coordinate with the province to resolve them in the coming time.
