(Chinhphu.vn) - According to the action program, the Ministry of Justice prioritizes resources to build and develop information technology infrastructure, big data, digital technology applications, and artificial intelligence (AI) to serve innovation and modernization of law-making and law enforcement within the Ministry's management scope.

Minister of Justice Nguyen Hai Ninh has just signed a Decision promulgating the Ministry of Justice's action program to implement Resolution No. 66-NQ/TW dated April 30, 2025 of the Politburo, Resolution No. 197/2025/QH15 dated May 17, 2025 of the National Assembly, and Resolution No. 140/NQ-CP dated May 17, 2025 of the Government.

Accordingly, the action program of the Ministry of Justice aims to clearly define the main contents and tasks to concretize and fully implement the viewpoints, goals, orientations, tasks and solutions identified in Resolution No. 66-NQ/TW, Resolution No. 197/2025/QH15, Resolution No. 140/NQ-CP, in accordance with the functions, tasks and conditions, practical situation of the Ministry and the Justice sector in the new era.

The program identifies seven key tasks, including: One is to ensure the comprehensive and direct leadership of the Party in law-making work, and to promote Party spirit in law-making and enforcement.

Second is to innovate thinking and orient the development of laws in a way that both ensures state management requirements and encourages creativity, liberates all productive forces, and unlocks all development resources.

Third is to create a breakthrough in law enforcement, ensuring that the law is implemented fairly, strictly, consistently, promptly, effectively and efficiently; closely linking law making and law enforcement. In particular, promoting the spirit of serving the people, the mindset of creating development, and acting for the common interests of the staff, civil servants and public employees in the Ministry of Justice; consistently implementing the viewpoint that people and businesses are allowed to do anything that is not prohibited by law.

Fourth is to improve the effectiveness of international cooperation and international law.

The fifth is to develop breakthrough solutions to improve the quality of legal human resources. In particular, implementing special financial mechanisms and policies with outstanding norms and spending quotas according to tasks and activities; regimes and policies on treatment for those participating in law-making work and some tasks and activities of law enforcement organizations that directly support law-making associated with functions, tasks, activities and job positions.

Sixth, enhance digital transformation, apply artificial intelligence, big data in law-making and enforcement. Accordingly, prioritize resources to build and develop information technology infrastructure, big data, apply digital technology , and artificial intelligence to serve innovation and modernization of law-making and enforcement under the management of the Ministry of Justice, ensuring "correctness, sufficiency, cleanliness, liveness", connectivity, ease of exploitation, ease of use, information security, and state secrets.

Immediately deploy the Project to build a large database on law and the Project to apply artificial intelligence in the work of building, checking and reviewing legal documents; state management of law making work.

Applying digital technology and synchronous digital transformation in disseminating andeducating the law, providing legal aid, and registering security measures; integrating the content of disseminating and educating the law into the "digital learning" movement.

Seven is to implement a special financial mechanism for law-making and law enforcement.

The program also clearly states 4 main solutions. Accordingly, urgently organize the review and develop specific plans to implement this Action Program in units, put the implementation contents of Resolution No. 66-NQ/TW, Resolution No. 197/2025/QH15, Resolution No. 140/NQ-CP into the annual work program and plan to direct, organize implementation, ensure quality and cover all areas according to functions and tasks, in which, it is necessary to clearly identify the key areas.

Promote the sense of responsibility and innovate leadership and management methods of Heads of units under the Ministry; further strengthen the coordination relationship between units in the industry.

Focus on improving the capacity of cadres, civil servants, public employees and workers; tighten administrative discipline, improve working methods to ensure effective implementation of the goals and requirements of the Resolution. Strengthen the application of management, inspection, examination, handling of violations and emulation and rewards tools in the implementation of Resolution No. 66-NQ/TW, Resolution No. 197/2025/QH15, Resolution No. 140/NQ-CP.

Promote the role of the industry's media and press agencies in propagating and raising awareness for cadres and civil servants, orienting public opinion, and consolidating social consensus in the process of implementing the Resolution. Encourage and motivate cadres, civil servants, public employees and workers to compete to successfully complete assigned tasks.

Regarding implementation, the Minister of Justice requests that Heads of units under the Ministry be responsible to the Minister for implementing this Action Program within the scope of assigned fields and tasks.
