Tuyen Quang: Strengthening synchronous and effective digital transformation at communes and wards

VHO - In order to implement Plan No. 02-KH/BCĐTW of the Central Steering Committee on science, technology development, innovation and digital transformation, the People's Committee of Tuyen Quang province has just issued a document directing the focus on implementing tasks to promote synchronous and effective digital transformation at the commune and ward levels.

According to the report of the Steering Committee of Tuyen Quang province, as of August 26, the whole province of Tuyen Quang had 24/124 communes in the Green group, 100 communes in the Yellow group and no communes in the Red group. However, some localities still have limitations such as: lack of equipment to serve the One-Stop Department (number taking machine, display screen, administrative procedure lookup equipment, scanner...), ineffective exploitation of shared data, lack of personnel at the Public Administration Service Center at the commune level, along with problems with software and interconnection systems between sectors and levels.

To overcome these shortcomings, the People's Committee of Tuyen Quang province requested the People's Committees of communes and wards to prioritize budget allocation for purchasing necessary equipment for the One-Stop Department; mobilize the police force to support people in registering for electronic identification (VNeID) level 2; arrange enough personnel and promptly report on implementation progress.

Request the Department of Science and Technology to monitor, guide and urge the implementation of reports on the monitoring system; coordinate with telecommunications enterprises to fix technical problems; support the issuance of official digital signatures for 100% of cadres and civil servants in need.

Along with that, Tuyen Quang Provincial Police coordinated with the People's Committees of communes and wards to direct the Commune and Ward Police to speed up the progress of registering level 2 electronic identification accounts (VNeID) for people to carry out administrative procedures in the electronic environment.

The Office of the People's Committee of Tuyen Quang province reviews and simplifies administrative procedures, reduces processing time on the system, and at the same time checks and urges the full equipment provision at the commune-level One-Stop-Shop Department.

Regarding difficulties arising related to software and information management systems, the People's Committee of Tuyen Quang province assigned functional agencies to review, connect, and share data between the province's system and ministries and branches to ensure smoothness and efficiency.
