Buyers of social housing (NOXH) need to pay special attention to 6 cases that may lead to housing repossession from now until December 31, 2025. In particular, the act of using housing for the wrong purpose, such as business or illegal rental, will be severely punished, along with the risk of house repossession.

What is social housing?

Social housing is a type of housing built by competent state agencies to provide people with free accommodation, cheap rent or preferential prices. All types of social housing are aimed at social security policies, so to access this type of housing, people must also meet certain regulations. Those who deliberately violate the regulations will be punished according to the regulations.

Cases of social housing recovery according to regulations in 2025

1. Cases where buyers and tenants misuse the property

- All cases of not using the house for residence but converting it to business or illegal rental.

- All cases of unauthorized renovation or demolition that change the structure or purpose of use.

2. All cases where the buyer/tenant violates the ownership period.

- Social housing has a certain ownership period (usually 50 years). If the period expires without being extended or not converted to commercial housing according to regulations, the house may be repossessed (except in cases where an indefinite ownership certificate is granted).

- After 5 years (from 2025, according to Decree 07/2025), if the buyer does not submit an application to switch to commercial housing and does not pay the difference.

3. In case the buyer intentionally makes mistakes in the documents and does not meet the conditions for ownership

- After detecting fraud in the registration documents such as falsifying income and household registration.

- Or when the buyer/tenant of social housing is no longer eligible to own social housing.

4. All cases where the buyer/tenant fails to pay in full

Specifically, buyers/tenants owe home purchase or maintenance fees for more than 3 months without a valid reason.

5. All cases where the buyer/tenant illegally sells or transfers

Specifically, arbitrarily selling, donating or transferring social housing before the deadline or without permission from a State agency.

6. All cases of houses subject to land recovery according to planning

Specifically:

- In case the State reclaims land to serve public or defense projects (the buyer will be compensated according to regulations).

The house to be recovered must have a Recovery Decision issued by a competent authority and ensure legal principles.

- The person whose license is revoked has the right to complain or sue if they do not agree.

How much and for how long will young people who buy social housing be able to borrow?

According to the new policy, young workers, low-income earners, people working in industrial zones or in specific industries will be supported with loans of up to 80% of the value of social housing apartments, with loan terms of up to 20 years.

This is an important step forward, enabling young people to own a home without having to have a large initial capital.

Extremely low preferential interest rates, much lower than commercial banks

The preferential interest rate currently applied is only 4.5% - 5%/year, significantly lower than normal commercial loans (average 9-11%/year).

In particular, in 2025, borrowers will also receive:

- Waive/reduce early repayment fees

- Extend loan term if facing financial difficulties

Who is eligible for social housing incentives?

Pursuant to the provisions of Decree 49/2021/ND-CP and the amended Housing Law:

- People who do not own a house

- Have permanent or temporary residence registration at the location of the social housing project

- Never received housing support policy

- Have income not exceeding the average level by region

Young workers, newlyweds, civil servants, and non-state employees all have the opportunity to apply if they meet the above criteria.

Things young people need to keep in mind when registering to buy social housing

- Apply early because the number of apartments is limited, "closing" quickly

- Prepare documents to prove income and confirm housing status

- Priority is given to projects with bank links to support direct loans.

- People can look up social housing projects being implemented locally through the Electronic Information Portal of the Department of Construction or the Ministry of Construction .

The dream of buying a house for young people is no longer too far away. When the State and banks join in with real preferential policies, young workers can completely settle down, stabilize, and develop long-term instead of renting forever.
