- After 5 years (from 2025, according to Decree 07/2025), if the buyer does not submit an application to switch to commercial housing and does not pay the difference.

- Or when the buyer/tenant of social housing is no longer eligible to own social housing.
4. All cases where the buyer/tenant fails to pay in full
Specifically, buyers/tenants owe home purchase or maintenance fees for more than 3 months without a valid reason.
5. All cases where the buyer/tenant illegally sells or transfers
Specifically, arbitrarily selling, donating or transferring social housing before the deadline or without permission from a State agency.
6. All cases of houses subject to land recovery according to planning
Specifically:
- In case the State reclaims land to serve public or defense projects (the buyer will be compensated according to regulations).

How much and for how long will young people who buy social housing be able to borrow?
According to the new policy, young workers, low-income earners, people working in industrial zones or in specific industries will be supported with loans of up to 80% of the value of social housing apartments, with loan terms of up to 20 years.

Extremely low preferential interest rates, much lower than commercial banks
The preferential interest rate currently applied is only 4.5% - 5%/year, significantly lower than normal commercial loans (average 9-11%/year).

Who is eligible for social housing incentives?

- Never received housing support policy
- Have income not exceeding the average level by region
