Accordingly, the Ministry of Construction said that during the operation of the non-stop electronic toll collection system, the Ministry of Construction and road payment service providers have continuously improved the system and enhanced service quality to better meet the needs of people and businesses.
The nationwide electronic toll collection system has completed installation and put into operation synchronously, meeting the progress and quality requirements of the Government . The number of vehicles with tags and accounts opened for service use has reached over 6.3 million vehicles, of which the number of transactions through the electronic toll collection system accounts for over 95% of the total number of transactions through toll stations nationwide.
Also according to Official Dispatch 5323/BXD-CDBVN, the vehicle owner's toll collection account opened under Decision No. 19/2020/QD-TTg will be transferred to the traffic account and connected to the vehicle owner's non-cash payment method.
Road use fee payment service providers shall complete the conversion of the above accounts and transfer money from the toll collection account to the vehicle owner's means of payment before October 1, 2025.
To speed up the conversion process and ensure the rights and obligations of vehicle owners, vehicle owners need to coordinate with road use payment service providers to convert toll collection accounts to traffic accounts and connect non-cash payment means with traffic accounts in accordance with the provisions of Decree 119/2024/ND-CP.
At the same time, in order to maximize the efficiency of investment in the non-stop electronic toll collection system, meeting the requirements for non-cash electronic payments of people and businesses, Decree 119/2024/ND-CP also allows the expansion of the application of payment for traffic toll collection services on the non-stop electronic toll collection system platform such as parking lots, airports, seaports, etc.
Road traffic payment service providers ensure that requests will be connected to the Road Traffic Electronic Payment Database Management System (a system invested and managed by the Ministry of Construction) to use traffic account information to collect fees for road traffic services.
