The work for the new provinces, cities, communes and wards is very large and also very new to many people, including those who have worked at the commune level. Because among the tasks currently being carried out at the district level, there are many tasks that will be transferred to the commune level to continue. If there is any interruption or delay, it is a mistake to the people, businesses and organizations. The goal of organizing a two-level local government is to bring the government closer to the people, serve the people better, so the government must fulfill that responsibility well from the very beginning. Everything must be put aside to focus on solving administrative procedures related to the people, businesses and organizations. Not to mention the need to focus on handing over and receiving assets and finances; develop reports, make plans, especially to best prepare for the new provincial, municipal, commune and ward party congresses, in which the requirement to develop congress documents must ensure quality, clearly define directions, goals, tasks, key solutions, be innovative, feasible, and close to the actual conditions of the new administrative unit.
The Secretariat has just issued Conclusion No. 170-KL/TW on reviewing the preparation for the ceremony to announce resolutions and decisions of the Central and local governments on merging administrative units, establishing party organizations, appointing Party committees, People's Councils, People's Committees, and Fatherland Front Committees of provinces, cities, communes, wards, and special zones. It requires "limiting the organization of summaries, meetings, and farewells; strictly prohibiting the organization of parties and congratulatory events for taking office or promoting positions related to the arrangement and consolidation of administrative units".
Instead, the Secretariat requested to focus on resolving all outstanding tasks before June 30, not leaving unfinished tasks, unclear authority, and responsibility for resolution of the authorities at all levels when the activities end. The tasks being implemented need to have a plan to transfer tasks to continue implementation to ensure that no work is missed or forgotten...
In this time of extreme urgency, the people expect a new apparatus to operate smoothly and seamlessly, and the cadres in new positions must immediately get into sync.
Therefore, instead of parties, there should be meetings to promptly resolve problems and promptly make decisions. That is what the people are expecting. Agencies and units create the best conditions for new assignees to quickly approach and complete their work well, which is also the most meaningful way to show gratitude and welcome.
