Recently, following the direction of the People's Committee of Trieu Phong district, local people in the district have promoted the application of scientific and technical advances in agricultural production such as sowing in rows, spraying pesticides with drones, mechanizing production stages... so crop productivity has increased significantly.

In addition, in recent years, the structure of high-quality rice varieties planted accounts for over 80% of the rice field area, of which Ha Phat 3, HG12, and Thien Uu 8 rice varieties have been put into mass production. In the winter-spring crop of 2023-2024, the average rice yield will reach 63.89 quintals/ha.

Along with boosting rice production, Trieu Phong district expanded the area of ​​color crops, short-term industrial crops and livestock. Accordingly, the area of ​​color crops, short-term industrial crops, vegetables, beans of all kinds was 3,799 hectares, reaching the set plan. The total herd of livestock and poultry is higher every year than the previous year. According to statistics of the district People's Committee, by April 1, 2024, the total herd of livestock in the district reached 42,600 heads, the herd of poultry was 870,000 heads...

However, according to the assessment of the People's Committee of Trieu Phong district, besides the achieved results, the current situation of agricultural development in the district still reveals many shortcomings. Accordingly, the construction of a chain linking product consumption is facing many difficulties, especially organic rice production, organic has not had many enterprises participating so it is difficult to implement. Some cooperatives are slow in converting rice varieties, planting new rice varieties is still limited, not bold enough to convert rice areas that are difficult to irrigate and ineffective to higher value dry crops such as corn, peanuts, chili, and vegetables.

Small-scale household livestock farming still accounts for a high proportion in the livestock farming scale structure; production linkages according to value chains are still limited and have not been properly invested in. Meanwhile, the consumption market is unstable, input costs are increasing, production costs are high but the selling price of livestock products is low for a long time, so profits are only at the level of "taking labor for profit".

Another difficulty is that for many years, the epidemic has been unpredictable and has the potential to break out, affecting production and livestock activities, while the treatment of the livestock environment is still inadequate. Support and supply of vaccines for livestock and chemicals for treating ponds in aquaculture are not timely. Some vaccines to prevent animal diseases are expensive, so the vaccination rate is still low.

In addition, most cooperatives operate purely on a seasonal basis and have not yet developed annual production and business plans or long-term operational plans. The reason for this situation is that cooperatives are small in scale, mainly at the village level, to provide essential services in irrigation, plant protection, and agricultural materials. Meanwhile, the slow acquisition of market price information has not met the needs and expectations of members.

To overcome these difficulties, in the summer-autumn crop of 2024, the People's Committee of Trieu Phong district requested localities to direct each cooperative to select a suitable variety structure, only arranging 3-4 main rice varieties, and encouraging investment in applying scientific and technical advances in intensive farming in a safe and sustainable direction.

The Department of Agriculture and Rural Development and the District Plant Cultivation and Plant Protection Station continue to direct a number of cooperatives to produce and test new rice varieties with high yield, high quality, short growth period, and resistance to pests and diseases, evaluate the yield, quality and efficiency of each variety to have a basis for replication in the area, gradually replacing a number of rice varieties produced for many years, low yield, and heavily infected with pests and diseases.

For livestock farming, synchronously deploy solutions to prevent and control animal diseases, strengthen disease surveillance at farming households to promptly detect and handle outbreaks, and minimize the spread of damage to farmers. At the same time, promote livestock farming on a farm scale, high-tech industry, especially in localities approved by the Provincial People's Committee in the district planning. Continue to implement the planning of concentrated livestock farming areas, review the planning of converting low-efficiency agricultural production areas to intensive cultivation of grass and corn biomass to provide animal feed.

For aquaculture and fishing, continue to effectively implement the high-tech shrimp farming model according to the 2-3 stage process to adapt to climate change as well as guide and mobilize people to replicate the intensive shrimp farming model using biological products, the 2-3 stage shrimp farming model using Biofloc technology.

For aquaculture, effectively implement the contents, tasks and solutions set out in Directive No. 32 dated April 10, 2024 of the Secretariat on strengthening the Party's leadership in combating illegal, unreported and unregulated (IUU) fishing and sustainable development of the fisheries sector, Directive No. 30 dated March 28, 2023 of the Provincial Party Standing Committee and Plan No. 63 dated March 24, 2023 of the District People's Committee.

Along with that, strengthen the propaganda and implementation of the 2017 Fisheries Law so that people can grasp and effectively implement the provisions of the Fisheries Law. In particular, step up propaganda andeducation for fishermen and organizations and individuals related to fisheries activities to properly implement Circular No. 01 dated January 18, 2022 of the Ministry of Agriculture and Rural Development, and promptly overcome shortcomings and limitations in illegal, unreported, and unregulated (IUU) fishing.

The People's Committees of communes and towns, based on local conditions, closely follow the contents of the resolutions of the District Party Committee and the People's Council of Trieu Phong district on agricultural economic development. Thereby, review and develop plans to restructure agricultural, forestry and fishery production in the area towards strongly transforming the structure of crops and livestock, implementing intensive farming and producing high-quality rice.

Cooperatives develop comprehensive production and business service plans, ensure plant seed services, fertilizers and materials, plant protection services, organize certified rice seed production and build technical advancement models to effectively convert intensive crop cultivation, livestock and aquaculture...
