Deploying self-scoring to determine the Administrative Reform Index in 2024

Kinhtedothi – Vice Chairman of the Hanoi People's Committee Ha Minh Hai has just signed and issued Plan No. 373/KH-UBND dated December 22, 2024 on implementing assessment and self-scoring to determine the 2024 Administrative Reform Index of Hanoi City.


The plan aims to evaluate and self-score the results of the City's administrative reform tasks in 2024 in the fields, criteria, and component criteria as prescribed by the Ministry of Home Affairs . Through the City's evaluation and self-score, it is the basis for the Ministry of Home Affairs to determine the City's 2024 Administrative Reform Index (PARI).

Accordingly, the City organizes self-assessment and scoring of criteria and component criteria of the City's PAR Index 2024: The Office of the City People's Committee, Hanoi Tax Department, City Public Administration Service Center and the Departments of Home Affairs, Justice, Planning and Investment, Finance, Information and Communications conduct assessment and self-scoring of criteria and component criteria in the fields advised by the presiding agency.

Sociological survey: Provide a list of sociological survey subjects, with an estimated 800 survey forms; Coordinate sociological surveys and complete survey forms.

The City People's Committee requests the Office of the National Assembly Delegation and the City People's Council; requests the Departments, agencies equivalent to Departments, People's Committees of districts, towns assigned to coordinate with the Department of Home Affairs in organizing sociological surveys: Provide an accurate list of survey subjects; conduct surveys and investigations according to the requirements of the Ministry of Home Affairs to ensure sufficient number of ballots and on schedule.

Request the Office of the City People's Committee, the City Public Administration Service Center and the Departments assigned to assist the City People's Committee in assessing and self-scoring the criteria and component criteria according to the Public Administration Reform Index of the Ministry of Home Affairs; collect and provide full verification documents, supporting data, and illustrations of the assessment and self-scoring of the criteria and component criteria in the sectors and fields that the agency is in charge of advising.

Heads of agencies and units are responsible for closely following the Central Ministries and branches in the City's assessment and scoring and are responsible to the City People's Committee and the Chairman of the City People's Committee for the assessment and self-assessment results; providing complete, clear and timely verification documents, supporting data and additional requirements from the Appraisal Council of the Ministry of Home Affairs.

Assign the Department of Home Affairs to compile a list of sociological survey subjects and send it to the Ministry of Home Affairs within the prescribed time; coordinate with the Ministry of Home Affairs and relevant agencies to effectively implement sociological survey work to determine the City's 2024 Public Administration Reform Index to ensure objectivity and accuracy.

The City People's Committee requires that the assessment and scoring must be accurate, honest, objective and follow the instructions of the Ministry of Home Affairs. There must be supporting documents and supporting data attached; in case of assessment and self-scoring without supporting documents, the assessment and scoring method must be fully and specifically explained. Ensure that the time to complete the assessment and self-scoring of the results of the implementation of the City's administrative reform tasks in 2024 is in accordance with the time prescribed by the Ministry of Home Affairs.
