
Currently, in Dien Bien Phu City and Dien Bien District, a total of 25 projects are being implemented, including: 8 projects using public investment capital; 10 urban beautification and upgrading projects to serve the activities celebrating the 70th Anniversary of Dien Bien Phu Victory; 7 urban infrastructure development projects using non-public investment capital.
The total area requiring site clearance for the projects is 299.52 hectares. Of which: Public investment projects are 209.29 hectares, by October 20, the site clearance area is 92.26 hectares (44.08%); non-budget investment projects are 90.24 hectares, 31.28 hectares have been cleared (34.66%).

Regarding construction progress, 100% of projects in the group of projects using public investment capital have not reached 50% of the volume (the lowest is the items in the overall project of investing in the construction of the Dien Bien Provincial Sports Center reaching 10% of the volume; the highest is the Dynamic Road project reaching 46% of the volume). The group of urban embellishment and urban upgrading projects serving the activities to celebrate the 70th Anniversary of Dien Bien Phu Victory has reached from 35% - 96% of the volume (of which, there are 3 projects reaching less than 50% of the volume and 7 projects reaching over 60% of the volume). For the group of urban infrastructure development using non-public investment capital, they are mainly focusing on site clearance work.
At the meeting, representatives of investors explained some difficulties in the land acquisition and clearance work such as: The work of verifying land origin and assigning ownership under the responsibility of the People's Committee at the commune level encountered many difficulties due to the complicated history of land use management; people have not yet carried out land procedures according to the provisions of law; some households are subject to land acquisition for many projects at the same time...

Provincial Party Secretary Tran Quoc Cuong assessed that the progress of site clearance and construction of key projects has seen many changes, but in general, the progress is still slower than planned. Therefore, in the coming time, investors and local authorities need to learn from each other's experiences and effective methods in removing site clearance obstacles and speeding up the progress of key projects. At the same time, flexibly apply state mechanisms and policies to implement compensation for site clearance of projects. For cases of deliberate delay and difficulty, it is recommended that competent agencies intervene and handle them according to the provisions of law. Investors must review and evaluate the capacity of construction contractors. If any unit has weak capacity, it is necessary to promptly have appropriate adjustment plans to ensure the progress of project construction. Local authorities must organize the assessment, screening and selection of competent and dedicated staff to effectively implement the assigned workload. Strengthen coordination between levels, between investors and local authorities in implementing tasks.

Implementing the Social Housing Development Plan in the province, in recent times, our province has achieved many positive results in developing housing for poor households. However, up to now, the province has not had any social housing projects for the armed forces and no concentrated social housing construction projects have been implemented.

Agreeing with this content, Provincial Party Secretary Tran Quoc Cuong requested district-level Party committees to organize the dissemination of Directive No. 34-CT/TW of the Secretariat and Plan No. 165-KH/TU of the Provincial Party Committee on social housing development. The Party Committee of the Provincial People's Committee assigned the Department of Construction to synthesize the social housing needs of units and localities, thereby developing a master plan for social housing development in the province until 2030, with a vision to 2050. Based on actual needs, localities, agencies and units will develop specific plans, determine land funds and funding sources for social housing construction to report to the Provincial People's Committee. Dien Bien Phu city and Dien Bien district will establish a Steering Committee to implement in the area.
