On the morning of June 15, continuing the national online conference to train on professional skills and operations of the political system when organizing two-level local governments, Minister and Head of the Government Office (VGO) Tran Van Son reported on the functions, tasks and organization of activities of the Public Administration Service Centers at the provincial and communal levels.
According to Minister and Head of the Government Office Tran Van Son, this is a key content and has strategic significance in the effort to reform administrative procedures, improve service efficiency for people and businesses, contribute to building a modern administration and national digital transformation, especially in the context of implementing the 2-level local government model.
In the context of promoting the streamlining of the apparatus and building a two-level local government model, the Politburo , General Secretary, National Assembly, Government and Prime Minister have issued instructions on the arrangement and reorganization of administrative units at all levels and building a two-level local government model directly related to the organization of administrative procedures, including: "Deploying solutions to build the National Public Service Portal into a single one-stop shop serving people and businesses, from July 1, 2025".
In performing the tasks assigned by the Government , the Government Office has advised the Government to issue Decree No. 118/2025/ND-CP dated June 9, 2025 on implementing administrative procedures under the one-stop and one-stop mechanism at the One-stop Department and the National Public Service Portal to replace Decree No. 61/2018/ND-CP.
Four task groups of the Provincial Public Administration Service Center
Minister and Head of the Government Office Tran Van Son shared new regulations on the organizational model, functions and tasks of receiving and handling administrative procedures at the provincial-level Public Administration Service Center and the commune-level Public Administration Service Center, in a streamlined and professional manner, along with the implementation of administrative procedures on the National Public Service Portal.
Accordingly, the Provincial People's Committee decided to establish the Provincial Public Administration Service Center under the Provincial People's Committee Office, on the basis of merging the Provincial Public Administration Service Center and the Administrative Procedure Control Department to perform the state management function of controlling administrative procedures, reforming administrative procedures, implementing the one-stop and one-stop mechanism in handling administrative procedures.
The functions and tasks of the Provincial Public Administration Service Center include 4 main groups: (1) Guiding, receiving, and returning results of administrative procedure settlement in the entire province and centrally-run city; (2) Organizing the implementation of information technology application and digital transformation in the implementation of administrative procedures in the entire province and centrally-run city; (3) Controlling administrative procedures in the entire province and centrally-run city; (4) Other tasks assigned by the People's Committee and Chairman of the Provincial People's Committee.
Regarding the construction of a one-level Public Administration Service Center model, localities can proactively and flexibly arrange branches and reception points to return administrative procedure results to people and businesses without depending on administrative units.
This helps ensure a unified service model and quality, suitable for the characteristics of dense urban populations as well as the level of information technology development in large cities, thereby serving more effectively.
Three functional groups of the Commune-level Public Administration Service Center
The Commune-level Public Administration Service Center will be established under the Commune-level People's Committee, with its own seal and account, replacing the previous Reception and Result Delivery Department.
In each commune, based on the natural area, population size, local socio-economic conditions and the number of administrative procedure records, the People's Committee at the commune level will decide on the number of points for receiving and returning results of administrative procedure settlement of the commune-level Public Administration Service Center to create the most favorable conditions for people and businesses in carrying out administrative procedures.
In cases where localities have chosen the one-level Public Administration Service Center model, they will not organize a commune-level Public Administration Service Center.
The commune-level public administrative service center has 3 groups of functions and tasks: (1) Receiving, digitizing, and returning results of administrative procedure settlement according to the one-stop, one-stop mechanism; (2) Controlling administrative procedures according to authority; (3) Building e-government, monitoring the application of information technology at the People's Committee at the commune level.
At the Public Administration Service Centers at the provincial and communal levels, the scope of receiving administrative procedures has been expanded, reflecting the policy of implementing administrative procedures regardless of administrative boundaries within the province.
The new highlight is that the Public Administration Service Center at the provincial and communal levels will receive administrative procedures, including those under the jurisdiction of the People's Committees at the provincial and communal levels, and especially those of local vertical agencies, as well as those assigned to localities by ministries and sectors.
Thus, organizations and people can submit their applications at any Public Administration Service Center in the province, no longer depending on regulations on residence, agency headquarters, or place of first issuance of documents.
Single public service portal serve the people
Regarding the National Public Service Portal, the Minister and Head of the Government Office said: Implementing the direction of General Secretary To Lam and the leaders of the Central Steering Committee on science, technology development, innovation and digital transformation, the National Public Service Portal will be built to become the only public service portal serving people and businesses, according to the roadmap: Closing the interface of the provincial public service portal from July 1, 2025, the ministerial public service portal no later than the end of February 2026.
With this goal, the Decree stipulates that the National Public Service Portal is built to become the only public service portal providing information and online public services nationwide.
The administrative procedure settlement information systems of ministries, branches and localities will be seamlessly connected to the National Public Service Portal and national databases and specialized databases, so that people and businesses can submit documents online anytime, anywhere from computers, tablets and mobile phones with internet connection.
Thereby, the National Public Service Portal will transfer the records to the provincial and commune-level Public Administration Service Centers to receive and resolve administrative procedures.
The implementation of the single National Public Service Portal does not change the authority to receive and resolve administrative procedures of ministries, branches and localities.
People and businesses only need to remember and access a single address (dichvucong.gov.vn) to conveniently perform online administrative procedures, avoiding being scammed through fake websites that have occurred in recent times.
The entire process of receiving and processing documents will be public, transparent, monitored and supervised to ensure the quality of administrative procedure implementation and public service provision.
Streamlining the administrative apparatus, reducing intermediaries
Emphasizing Decree No. 118/2025/ND-CP dated June 9, 2025 on implementing administrative procedures under the one-stop, one-stop mechanism at the One-stop Department and the National Public Service Portal, the Minister and Head of the Government Office said that the Decree has outstanding new points, bringing many practical and meaningful benefits in building a modern and effective public administration.
Performing administrative procedures regardless of administrative boundaries helps save time and costs for people and businesses, especially those living far from the center or operating in many locations.
The model of professional provincial and commune-level Public Administration Service Centers, combined with digital transformation, not only improves service quality, increases transparency and accountability of state agencies, but also allows people to easily monitor the progress of document processing through the National Public Service Portal.
At the same time, the abolition of the District One-Stop-Shop and the centralization of the Provincial Centers help streamline the administrative apparatus, reduce unnecessary intermediaries and use state resources more effectively.
In particular, the National Public Service Portal is the only public service portal providing nationwide online public services, which will unify service provision, minimize dispersion and duplication, and improve management efficiency, meeting the requirements of national digital transformation.
The effective implementation of this Decree will actively contribute to building a modern, professional public administration that increasingly better serves the needs of people and businesses, contributing to promoting digital transformation and enhancing national competitiveness.
