The conference was chaired by Major General Pham Quang Tuyen, Deputy Director of the Department of Organization and Personnel ( Ministry of Public Security ). Also attending were representatives of the Provincial Party Committee, Provincial People's Committee, departments, branches, local armed forces, and the Board of Directors and leaders of units under the Ba Ria - Vung Tau Provincial Police.
At the conference, Major General Vu Nhu Ha, Director of Ba Ria – Vung Tau Provincial Police, was officially transferred to take up the position of Director of Tay Ninh Provincial Police. At the same time, Colonel Tran Thi Kim Phung, Deputy Director of Ba Ria – Vung Tau Provincial Police, was assigned to be in charge of the Provincial Police until the time of merger with Ho Chi Minh City Police and Binh Duong Province.

Speaking at the conference, Major General Pham Quang Tuyen highly appreciated the contributions of Major General Vu Nhu Ha during his time working in Ba Ria - Vung Tau. Major General Ha demonstrated a high sense of responsibility, good moral qualities and excellent leadership and management capacity, contributing to building an increasingly strong provincial police force, maintaining security and order, and creating favorable conditions for socio-economic development in the locality.
The transfer of Major General Vu Nhu Ha to the position of Director of Tay Ninh Provincial Police is a recognition of the Central Party Committee of the Public Security and the leadership of the Ministry of Public Security for his capacity and achievements.

Regarding Colonel Tran Thi Kim Phung, Major General Pham Quang Tuyen expressed his belief that she will continue to promote a sense of responsibility, solidarity, and good coordination with the collective leadership of the Provincial Police to complete the tasks in the transition period.
At the conference, Major General Vu Nhu Ha and Colonel Tran Thi Kim Phung both expressed their deep gratitude to the leaders of the Ministry of Public Security, the Provincial Party Committee, the Provincial People's Committee and all officers and soldiers of the Ba Ria - Vung Tau Provincial Police for their constant support and companionship over the past time. Both pledged to continue their efforts, maintain the spirit of the People's Police, and successfully complete all assigned tasks in their new positions.
