Organizing 2 sessions/day ensures no overload, suitable for students

On August 5, the Ministry of Education and Training issued Official Dispatch No. 4567/BGDĐT-GDPT on guidelines for organizing 2-session teaching/day for general education to specify Directive No. 17/CT-TTg dated June 6, 2025 of the Prime Minister.

According to the guidance document, the Ministry of Education and Training requires that teaching 2 sessions/day must ensure effective implementation of the objectives of the General Education Program, ensure the duration of teaching subjects and organize educational activities; not cause overload, and be suitable for students' psychology and health.

Teaching ensures the rights, meets the needs and aspirations of students, and is suitable to the actual conditions of the school and locality; effectively implements the policy of socializing education to ensure the principles of voluntariness, publicity, transparency, non-coercion, and compliance with the provisions of law; effectively uses facilities, teaching equipment and teaching staff, and promotes the proactive and creative role of professional groups.

Teaching time for session 1 and session 2 of the week is flexible in arrangement, not fixed session 1 is in the morning and session 2 is in the afternoon.

Specifically, at the primary level, teaching is conducted 2 sessions/day, with no more than 7 periods per day, each period lasting 35 minutes; implementing a teaching plan of at least 9 sessions/week (equivalent to 32 periods/week).

Middle and high schools implement teaching 2 sessions/day according to the roadmap; implement teaching 2 sessions/day in schools with adequate facilities, teaching staff, arranging time and study schedule for a minimum of 5 days/week, maximum of 11 sessions/week, each day no more than 7 periods, each period 45 minutes.

In which, session 1 is the time to implement the official general education program, including subjects and educational activities.

Session 2 is the time to organize supplementary educational activities, develop capacity, nurture excellent students, tutor students who have not met the requirements of the General Education Program, life skills, finance, arts, physical education, STEM/STEAM, career guidance, artificial intelligence, foreign languages... in the direction of comprehensive development suitable for the psychology of students at each level of education.

Conditions for organizing 2 sessions/day of teaching, regarding the teaching staff, ensuring sufficient quantity and structure of teachers for each level, subject and educational activity, and staff according to current regulations; arranging and regulating teachers between educational institutions in the area to overcome the situation of local surplus and shortage of teachers.

Regarding facilities, teaching equipment and funding, localities invest in facilities, classrooms, multi-purpose halls, libraries, playgrounds, training grounds, outdoor activity areas, etc. according to current regulations; use surplus facilities due to the arrangement of administrative units to supplement the Education sector to ensure school facilities to organize teaching 2 sessions/day.

To ensure the conditions for organizing and implementing 2-session teaching/day, the Department of Education and Training plays an important role in advising the People's Committees of provinces and centrally-run cities to coordinate teachers, invest in facilities, develop policies and mechanisms, and issue specific instructions.

The Departments of Education and Training guide general education institutions in the area to develop a plan to organize 2-session teaching/day in accordance with the practical situation, ensuring a clear implementation roadmap, clear mobilized resources (financial resources, socialized education, human resources, etc.); clear teaching content and methods; clear responsibilities of the subjects; clear educational results and quality; closely coordinate with local authorities and social forces in the area during the implementation process to achieve the highest efficiency. The arrangement of teachers and facilities must be based on practical conditions and local conditions, ensuring that it does not overload students, teachers and parents.

General education institutions are responsible for surveying students' learning needs in the second session before the start of the new school year to have a plan to organize educational content that meets students' learning needs and is suitable for the school's conditions; publicize the plan, content, and timetable for teaching 2 sessions/day to students, parents, and on the school's information page; organize communication so that students, parents, and social forces understand and agree with the implementation of Directive 17/CT-TTg as well as the regulations on teaching 2 sessions/day in this document; fulfill the responsibility to explain to management agencies and social forces when requested.

General education institutions develop lunch and break plans with content and forms suitable to actual conditions, ensuring the consensus and voluntariness of students and parents and in accordance with regulations on school safety, food hygiene, ensuring nutrition and health for students.
