Over the decades, the high school graduation exam has been changed many times but is still stressful and costly, still struggling to prevent cheating. And every time one type of cheating is stopped, another type of cheating appears.
The story of "real learning, real exams, real quality" is still a far-off goal to reach.
The 2025 exam is special not only because the first batch of students studying the new program will take the exam, but also because it is a test to evaluate the new program, the quality of teaching and learning of the new program, and the feasibility of implementing the new program.
During his lifetime, Professor Hoang Tuy - aneducational critic who had a strong voice in reforming high school exams in the past - described exams as a factory making a product consisting of many separate parts and details (modules).
For reassembly, each module must be thoroughly quality checked immediately upon production.
When the final product is ready, if there is any inspection, it is only for assembly quality, no one takes out each module to check the quality. The inspection of that "final product" is the high school graduation exam.
The professor wants to propose a more reasonable examination process. Specifically, not to put the responsibility of "product testing" on the final high school exam.
That will reduce pressure and stress. Evaluating the process from this professor's perspective will ensure quality at each stage in a complete and substantial way, getting closer to the goal of "real learning, real exams".
Moreover, it allows learners and teachers the opportunity to correct, change, and improve before reaching the "final stop" of the graduation exam.
There is no denying the efforts put into preparing for a special exam, which has many innovations.
In particular, this year's exam innovation will be a more fundamental solution to impact the teaching and learning process in general education in the direction of "shifting from knowledge transfer to developing learners' capacity and qualities" - which is considered the "backbone" of the ongoing educational innovation.
However, one thing that can be seen even before the 2025 exam takes place is that it is still very stressful and pressured. In Hanoi , where nearly 124,000 candidates are taking the exam, about 18,000 officials, teachers, and employees from the education, police, electricity, and transportation sectors have to be mobilized, not to mention other volunteer forces.
Exam preparation classes are still open until the day of the exam and students are still rushing from one extra class to another.
Stressful, pressured exams are essentially the product of placing more emphasis on "final" assessment than on process assessment.
Not to mention it still has many different tasks: graduation assessment, teaching quality assessment, university admission. And pressure, stress and exam cheating always go hand in hand.
But in any case, the 2025 high school graduation exam is still expected. The exam results at the "final stop" will be the basis for reviewing the innovation roadmap and continuing to correct the instability in the implementation of the new general education program.
