The training session was attended by officials and leaders of the People's Committees of districts, towns, and Thu Duc City; People's Committees of districts and towns in Binh Duong ; People's Committees of districts and towns in Ba Ria-Vung Tau. These units will deploy to the staff of the People's Committees of wards and communes according to the 2-level local government model.
Speaking at the training session, Director of the Department of Agriculture and Environment of Ho Chi Minh City Nguyen Toan Thang stated that when organizing a two-level local government model, the commune level plays the role of a direct grassroots government level, carrying out most of the administrative procedures related to people's lives, activities and production, including land procedures.
Therefore, the effective organization, management and operation of the cadastral database system is not only a mandatory requirement for specialized agencies at the city level, but also requires the active participation and close coordination of commune-level authorities.
To perform their tasks well, the team of cadres, civil servants and public employees directly receiving and processing land records at the commune level need to be fully equipped with knowledge and skills in exploiting and using land management software; skills in updating, editing and sharing information into the centralized cadastral database system.
“The training session is an opportunity for officials and civil servants directly working on land at the commune level to update their knowledge and receive specific instructions on how to use the software to receive and process people's records on the National Public Service Portal. At the same time, through this, commune-level officials will better understand how to update and exploit the centralized cadastral database, serving the registration, issuance of pink books and management of cadastral records in accordance with the regulations of the Department of Agriculture and Environment of Ho Chi Minh City”, shared Nguyen Toan Thang, Director of the Department of Agriculture and Environment of Ho Chi Minh City.
