On the afternoon of June 10, the Ho Chi Minh City Party Committee Organizing Committee coordinated with the Ho Chi Minh City Party Committee Office and the Ho Chi Minh City Digital Transformation Center to organize an online conference to deploy preparations for the pilot operation of the 2-level local government model for officials, civil servants and personnel expected to hold key positions in new wards and communes.
Trial run to gain experience
Speaking at the conference, Ms. Van Thi Bach Tuyet - Head of the Organizing Committee of the Ho Chi Minh City Party Committee - said that the trial operation of the new 102 wards and communes from June 12 is an important activity to prepare for the official operation from July 1.
Although the previous plan was for Ho Chi Minh City to only select about 50 wards and communes for trial operation, the Party Committee leaders wanted all 102 wards and communes to be trial operated, and Ho Chi Minh City also wanted to trial operate the Ho Chi Minh City system.
Currently, the Ho Chi Minh City Digital Transformation Center is coordinating with the Department of Science and Technology to support the deployment of information technology infrastructure in new wards and communes.
Ms. Tuyet said that this trial operation is an opportunity for the staff and civil servants, especially those directly assigned to operate the public administration center in the new ward and commune, to participate in the process of processing records and administrative procedures in the ward, thereby grasping the work and gaining experience for the official operation.
Ms. Tuyet also requested the Digital Transformation Center and the Department of Science and Technology to complete the operating scenarios of the systems. After the pilot implementation in Tan Binh district, they will be supplemented and adjusted for trial operation in 102 wards and communes.
The government will also organize nationwide training on June 14 and 15. Ho Chi Minh City is relying on the central training documents to develop the content of the next trial operation sessions.
Agree on personnel plans before June 15
Regarding personnel work, the Standing Committee of the Ho Chi Minh City Party Committee has a list of conclusions for the executive committee, standing committee, and inspection committee of the new wards and communes. Ms. Tuyet said that today (June 10), the Organizing Committee of the City Party Committee has submitted a notice of temporary personnel assignment in 102 new wards and communes, while waiting for official regulations.
Currently, the City Party Committee's Organizing Committee is also coordinating with the Department of Home Affairs to appraise the project to assign district and commune-level officials and civil servants to new wards and communes. This includes plans to assign officials to new ward and commune administrative centers.
Ms. Tuyet suggested that district and county party committees arrange for these expected personnel to participate in the trial operation to directly grasp the situation.
According to Ms. Tuyet, in addition to the proposals of the district party committee, the Standing Committee of the Ho Chi Minh City Party Committee has also assigned key personnel to the wards and communes.
This week, the City Party Committee's Organizing Committee will coordinate with the Department of Home Affairs to issue notices on the expected transfer of civil servants from the Party, mass organizations, and the Fatherland Front Committees of districts, wards, and communes to new wards and communes. Issue notices related to the transfer and arrangement of civil servants to the People's Committees of new wards and communes.
According to the direction of the Standing Committee of the City Party Committee, issues related to cadres and civil servants will try to unify the plan before June 15, along with drafting decisions on personnel.
9 hypothetical situations for trial operation of new wards and communes
At the meeting, Mr. Huynh Cach Mang - Deputy Head of the Organizing Committee of the Ho Chi Minh City Party Committee - informed about the plan of the Ho Chi Minh City Party Committee to pilot the two-level local government model in Ho Chi Minh City to equip knowledge and skills for cadres and civil servants, especially cadres and civil servants of Ho Chi Minh City, new wards and communes after the arrangement.
The Ho Chi Minh City Party Committee also proposed 9 hypothetical situations for the Party Standing Committee and People's Committees of wards to resolve.
Including operating document management system software: receiving and transferring incoming and outgoing documents in the political system and the official email system of Ho Chi Minh City.
Operate the reception, processing and response to people and businesses through portal 1022.
Operate the online conference system connecting Ho Chi Minh City with the base.
Operate and receive administrative procedures at the commune-level public administrative center for all types of certified copies, birth certificates, death certificates, etc.
Operate the reception and settlement of administrative procedures (civil status, land, construction) for cases where people have submitted documents at the old district but have not been resolved and hand them over to the new administrative unit for continued settlement.
Receive ongoing and pending projects of old districts, coordinate with departments, branches and sectors in Ho Chi Minh City to implement or submit to competent authorities for consideration and settlement according to regulations.
Operate the mechanism of meeting of the Party Executive Committee of the commune and ward to lead and direct the allocation of delegates to attend the Party Congress at their level to affiliated grassroots organizations.
Operate the mechanism of meeting of the Party Executive Committee of the commune and ward to consider and issue resolutions to lead the implementation of tasks in the last 6 months of the year and resolve complicated issues arising after the establishment of the new Party Committee and commune-level government, to complete the targets and tasks of Party building, economic, cultural and social development, ensuring social security and order and taking care of people's lives in the locality.
Operate the mechanism of the People's Committee of wards and communes in implementing the direction and leadership of state administrative management. Direct and organize the implementation of socio-economic development tasks; organize the implementation of state management at the local level in the fields of economy, land, construction, transportation, education, health, judicial administration, judicial support, internal affairs, labor, information, culture, society, tourism, physical education and sports in the area according to the provisions of law.
