According to the Ministry of Culture, Sports and Tourism, the Happy Family Index is a set of criteria to measure and evaluate the level of satisfaction of family members with basic factors such as: family relationships, material conditions, physical and mental health, living environment and family status with the clan, community and society. The criteria in the Index are quantified through a scale, have specific weights and can be applied to many different groups of people.
According to Decision No. 2514/QD-BVHTTDL on approving and organizing the pilot of the Happy Family Index, the pilot implementation of the Happy Family Index aims to raise awareness and skills of family members in building happy families; assess the level of family satisfaction with factors affecting family happiness. At the same time, propose solutions and policies to build happy families; Evaluate the feasibility, propose solutions to complete and officially implement the Index nationwide.
The index will be piloted in Ho Chi Minh City and Hai Phong City. The Ministry of Culture, Sports and Tourism (Department of Grassroots Culture, Family and Library) in coordination with the Department of Culture and Sports of Ho Chi Minh City and the Department of Culture, Sports and Tourism of Hai Phong City will select 1 ward and 1 commune to pilot the index.
The contents and tasks include: Preparing to organize the pilot implementation of the Index; Selecting the location to organize the pilot implementation of the Index; Training and disseminating the pilot implementation of the Index; Surveying and evaluating the satisfaction level of people in the pilot area about the criteria affecting family happiness of the Index; Checking and summarizing the pilot activities.
The Ministry of Culture, Sports and Tourism requires that the pilot implementation activities of the Index Set be organized practically, economically, effectively, ensuring close, unified and regular coordination between relevant agencies and units in the process of implementing the tasks of the Plan; the pilot implementation guidance documents must be comprehensive, complete, concise, easy to understand, easy to remember, easy to implement, suitable for the majority of people; ensuring sustainability and continuity in the implementation process; with periodic assessment and appropriate adjustment.
