Inspecting the exam preparation work in Ninh Binh and Ha Nam provinces, Deputy Minister of Education and Training Pham Ngoc Thuong requested that localities not consider the exam as an annual task and be negligent or subjective. The 8 "keywords" that need to be thoroughly understood include: Safety, smoothness, seriousness, objectivity, thoughtfulness, reliability, compactness, and efficiency.
On June 13, Permanent Deputy Minister of Education and Training Pham Ngoc Thuong and Working Group No. 1 of the National Steering Committee for the 2025 High School Graduation Exam inspected exam preparations in Ninh Binh and Ha Nam provinces.
Ninh Binh: Ready in all aspects
Ninh Binh province has more than 12,600 candidates registered for the exam, of which more than 12,200 are studying under the 2018 General Education Program and 291 independent candidates are taking the exam under the 2006 Program. The province arranged 25 exam sites with 546 exam rooms, mobilizing more than 2,200 officials, teachers, and employees on duty, of which more than 1,500 people participated in invigilation and supervision.
To ensure that the exams take place safely, seriously, and in accordance with regulations, Director of the Ninh Binh Department of Education and Training Phan Thanh Cong said that the Department of Education and Training has sent a document requesting the Provincial Police and the Provincial Party Committee Office to select and assign officers to participate in coordinating the organization of the exams.
The Department also directed schools to arrange enough examination rooms, waiting rooms, places to store items that candidates are not allowed to bring into the examination room, cabinets to store exam papers, exam papers, locks, seals, etc. to ensure compliance with the Regulations and instructions for organizing the Exam.
"We require each exam room to have enough space for 24 candidates, ensuring a minimum distance of 1.2 meters between two candidates sitting next to each other in a horizontal row. In front of the exam room door, a list of candidates in the exam room for each exam session and the responsibilities of the candidates must be posted," Mr. Phan Thanh Cong shared.
In addition, localities have also prepared plans to support travel, accommodation and exam season for candidates living far away.
Ha Nam: Special attention to fraud prevention using high-tech equipment
The 2025 high school graduation exam in Ha Nam has 10,446 candidates, including 216 candidates under the 2006 Program and 10,230 under the 2018 Program. The province arranged 24 exam sites, with 454 exam rooms and more than 1,350 service staff.
According to Mr. Ngo Quang Tue - Deputy Director of the Department of Education and Training of Ha Nam, the province has issued full directive documents, established a Steering Committee and Examination Council, and clearly assigned tasks. Review work has been seriously implemented with 720 reference questions, 150 topics and 300 review lesson plans. Training sessions on regulations, propaganda, and application of information technology have also been implemented synchronously. Ha Nam pays special attention to preventing cheating using high-tech devices.
About 70 officers were trained and participated in inspection, examination and supervision from preparation to marking and review. The system of facilities, security, printing and transporting exam papers were implemented in accordance with regulations.

Speaking at the meeting, Permanent Deputy Minister Pham Ngoc Thuong emphasized: This year's exam is of special importance as it applies the 2018 General Education Program for the first time, while there are still about 25,000 candidates taking the exam according to the 2006 Program.
The Deputy Minister requested that localities should not consider the exam as an annual task and should not be negligent or subjective. The eight "keywords" that need to be thoroughly understood include: Safe, smooth, serious, objective, thoughtful, reliable, compact, and effective.
The Deputy Minister also emphasized five key groups of tasks: decisive, timely, and in-depth leadership and direction; thorough preparation, clear identification of people and tasks; proper and accurate expertise; smooth coordination; proactive and effective communication.
The spirit of "4 rights - 3 no's" continues to be emphasized: correct regulations, correct procedures, correct position and task, correct handling time; no negligence, no excessive pressure, no arbitrary and unusual handling. Along with that are 2 "strengthenings": increasing the sense of responsibility of exam invigilators and the self-awareness of candidates.
"Don't let a small mistake cause big consequences. Taking good care of teachers and students is the key to ensuring the success of the national exam," the Deputy Minister emphasized.
