New regulations from 1-7 that businesses need to pay attention to

From July 1, businesses and business households will not be able to transfer or withdraw money through electronic banking channels such as Internet Banking and Mobile Banking if the legal representative of the business or business household has not updated biometric information (face data, fingerprints) with the bank where the account is opened. This is a regulation of the State Bank in Circular 17 of 2024.

In addition, from July 1 to December 31, 2026, the value added tax (VAT) for a series of goods and services with a tax rate of 10% will continue to be reduced by 2% to 8%, except for some groups of goods and services such as telecommunications, financial activities, banking, securities, insurance, real estate business, products and services subject to special consumption tax (except gasoline)...

Also from July 1, the Law on Value Added Tax 2024 will take effect, removing the regulation that invoices from 20 million VND must be transferred to be deductible for value added tax. Instead, Clause 4, Article 14 of this law assigns the Government to regulate.

To elaborate on this, in the draft decree detailing the implementation of the Law on Value Added Tax 2024, the Ministry of Finance proposed that there must be a non-cash payment document for goods and services purchased for VND 5 million or more, including value added tax.

Thus, to be deducted from input VAT, invoices with a total payment value of 5 million VND or more must be paid by non-cash methods such as bank transfer, card payment, e-wallet... Invoices with a value of less than 5 million VND can still be paid in cash and deducted from VAT normally.

However, as of the evening of June 30, the draft had not yet been signed by the Government. Therefore, businesses need to monitor it to apply the regulations correctly.

Halving the collection of more than 40 fees and charges

In order to support people and businesses, on June 30, the Ministry of Finance issued a circular guiding the reduction of regulations on collection levels of a number of fees and charges, applicable from July 1 to December 31, 2025.

For businesses, the Ministry of Finance reduces 50% of business registration fees, including new issuance, re-issuance, and changes to the content of business registration certificates and certificates of registration of branch operations, representative offices, and business locations of businesses; fees for certification of origin of goods (C/O)...

For citizens, the fee for issuing, reissuing ID cards, passports, travel documents, exit permits, etc. will be reduced by 50%.
