Promoting Vietnam-Russia cooperation in reducing carbon emissions and combating climate change

On the afternoon of January 15, Deputy Prime Minister Tran Hong Ha received Mr. Boris Yuryevich Titov, Special Envoy of the Russian President on cooperation with international organizations to achieve sustainable development goals.

The Deputy Prime Minister affirmed that Vietnam and the Russian Federation have a good traditional friendly and cooperative relationship. The former Soviet Union or the current Russian Federation has always been a close friend of the Vietnamese people. He highly appreciated the cooperation and companionship of the Russian Federation in research activities, scientific application and technology transfer.

The Deputy Prime Minister hopes that the two countries will exchange and promote global cooperation initiatives to better achieve the goals of environmental protection, carbon emission reduction, and climate change. During his official visit to Vietnam from January 14-15, Russian Prime Minister Mikhail Mishustin proposed solutions such as carbon burying, using nuclear energy combined with renewable energy, circular economy , green fuel production, etc.

With determination towards sustainable development goals, Vietnam hopes to contribute more to common efforts to address global environmental and climate challenges.

Thanking the Deputy Prime Minister for taking the time to meet him, Mr. Boris Yuryevich Titov said that to ensure sustainable development, Russia focuses on implementing policies on combating climate change and protecting the environment.

Russia has initiated the establishment of special expert councils on sustainable development and climate within the framework of the Shanghai Cooperation Organization (SCO) and BRICS to seek effective solutions to achieve sustainable development goals, economic growth and implement climate change policies; is ready to share relevant scientific and technological research.

The Russian President's special envoy hopes that Vietnam will send experts and scientists to participate in research groups on carbon treatment technology solutions, green transformation, establishing a framework of global standards and regulations related to measuring and determining carbon emission quotas; sharing experience in establishing carbon markets, etc.

The Deputy Prime Minister emphasized that Vietnam pays great attention to implementing sustainable development goals, especially environmental indicators such as waste, water quality, air, ocean plastic waste, etc. The process of responding to climate change and reducing greenhouse gas emissions requires a fair and transparent mechanism between developed and developing countries.

Vietnam has a lot of experience in implementing international agreements on climate change such as Net Zero greenhouse gas emissions by 2050, the Asian Zero Emission Community (AZEC) Initiative, Just Energy Transition (JETP)... and is promoting the establishment of a domestic carbon market.

Along with existing initiatives, the Deputy Prime Minister said that Russia needs to promote the establishment of BRISC and SCO research funds, focusing on developing specific technologies to implement Net Zero; forming measurement tools, determining carbon emission quotas of countries in a unified manner globally...
