On August 3, Deputy Minister Tran Quoc To and a high-ranking delegation of the Ministry of Public Security of Vietnam had a working session with Ms. Jacqueline Maguire, Assistant Director of the US Federal Bureau of Investigation (FBI) on training at the FBI Academy, Quantico City, Virginia (USA). At the meeting, Deputy Minister Tran Quoc To discussed with the FBI leadership representative the good cooperative relationship between the FBI and the Ministry of Public Security of Vietnam. The Deputy Minister expressed his pleasure at witnessing the two sides effectively implementing cooperation in crime prevention and control, law enforcement, and ensuring security and order in each country, especially after the Ministry of Public Security of Vietnam and the FBI signed a Memorandum of Understanding on cooperation in transnational crime prevention and control in 2019. Since 2019, the Ministry of Public Security of Vietnam has coordinated to implement more than 300 requests for exchanging criminal information from the FBI related to fighting special cases, supporting investigation, prosecution, and trial of crimes. In 2023 alone, the Vietnamese Ministry of Public Security handed over five wanted criminals to US law enforcement agencies. From 2021 to present, the Vietnamese Ministry of Public Security has also supported the processing of 17 FBI account freezing requests estimated to be worth more than 600,000 USD... Regarding training cooperation, Deputy Minister Tran Quoc To highly appreciated the FBI's goodwill in supporting capacity building for law enforcement officers of the Ministry of Public Security, coordinating with the Ministry of Public Security to organize many training seminars on cybercrime prevention, money laundering and other transnational crimes. In order to continue to improve the effectiveness of the cooperative relationship between the FBI and the Vietnamese Ministry of Public Security, Deputy Minister Tran Quoc To suggested that the two sides continue to effectively implement the Memorandum of Understanding on cooperation in preventing transnational crimes; the FBI needs to provide adequate support to the Vietnamese side for verification requests to serve the investigation and clarification of crimes in Vietnam; The two sides will promote the early signing of the Agreement on Mutual Legal Assistance in Criminal Matters, the Agreement on Extradition, and the Agreement on the Transfer of Sentenced Persons; the Vietnamese Ministry of Public Security and the FBI will increase delegation exchanges at all levels to discuss and share information on issues of mutual concern; the FBI will study and support Vietnam with modern equipment, technology transfer, and specialized solutions to effectively serve the fight against crime.

Regarding cooperation in the field of training and capacity building with the FBI Academy, the Deputy Minister suggested that the FBI continue to provide Vietnamese Ministry of Public Security officers with scholarships, training programs, and capacity building in the US; exchange expertise and experience and transfer training programs and documents to Vietnamese law enforcement forces; coordinate in organizing conferences and seminars on crime prevention, leadership and command skills, and English training for Vietnamese Ministry of Public Security officers... On the occasion of the FBI's 116th anniversary (July 26, 1908 - July 28, 2024), on behalf of the leaders of the Ministry of Public Security, Deputy Minister Tran Quoc To sent congratulations to the leaders and staff of the FBI; hoping that the FBI will continue to play the role of an active partner of the Vietnamese Ministry of Public Security in coordinating to maintain security and safety for the benefit of the people of the two countries, contributing to promoting bilateral relations in depth, substance, and effectiveness.
