The Directive clearly states that over the past time, the Party and State have had many policies, mechanisms and strategies focusing on developing and improving the quality of education and training and have achieved many important and remarkable results, contributing to the overall achievements in socio -economic development of the country.
However, theeducation and training sector still has limitations and shortcomings, the conditions of facilities, teaching staff, and resources are still difficult, not meeting the requirements of improving the quality of comprehensive education for high school students, especially in remote areas, ethnic minority areas, and mountainous areas; the organization of teaching 2 sessions/day is still inadequate; the management of children and students during the summer has not received due attention, and there are still situations of insecurity, accidents, and drowning.
To improve the quality of comprehensive education in ethics, intelligence, physical fitness and aesthetics, build a healthy, safe and beneficial educational environment for children and students to meet the requirements of the new preschool and general education program, especially to synchronously and effectively organize 2-session teaching/day and summer activities for children and students, the Prime Minister requested Ministers, Heads of agencies, Chairmen of People's Committees of provinces and centrally-run cities to focus on directing the good implementation of tasks.
About organizing 2 sessions/day teaching
The Ministry of Education and Training shall preside over and coordinate with ministries, agencies and localities to: Issue documents guiding the teaching of 2 sessions/day, ensuring clear purposes, requirements, objects, content, forms, methods of organization and implementation, results and competent authorities to effectively implement the general education program; organize students to study by themselves, study in groups, increase practice, improve the quality of comprehensive education in terms of qualities and capacities; strengthen educational activities in culture, arts, physical education, life skills, STEM education, career education; develop English proficiency, digital competency, AI competency, personal aptitude in culture, arts... to meet the needs, interests and aspirations of students; promote socialization to improve the quality of education.
At the same time, the Ministry of Education and Training directed and promptly guided localities to synchronously deploy solutions, develop plans and roadmaps for organizing 2-session teaching/day in accordance with local realities in terms of facilities, finance and teaching staff; prioritize budget allocation to ensure conditions for organizing 2-session teaching/day; effectively implement programs and projects to enhance facilities for educational institutions, especially in remote areas, areas with difficult or especially difficult socio-economic conditions, border areas, and islands, ensuring fairness in access to education.

The Ministry of Education and Training shall promptly complete and submit to competent authorities for approval the National Target Program on modernization and improvement of education and training quality as prescribed. Encourage and facilitate organizations and individuals to participate in socialization to contribute resources, build facilities, and purchase equipment for educational institutions.
The Ministry of Education and Training coordinates with the Ministry of Home Affairs to review, urge, and inspect the recruitment of teachers in localities; continue to review and supplement the shortage of teachers compared to the prescribed norms of the education sector.
Research and find appropriate and effective solutions to overcome the shortage of teachers and ensure 2-session teaching/day. Strengthen supervision, inspection and evaluation, promptly urge and rectify inappropriate and ineffective implementation of 2-session teaching/day in localities.
The Ministry of Home Affairs shall preside over and coordinate with the Ministry of Education and Training to inspect and urge localities to recruit teachers according to the assigned payroll, overcome the surplus and shortage of teachers at educational institutions, ensure the principle of "where there are students, there must be teachers in the classroom" but must be suitable to local realities, not waste teacher resources, meet the requirements of teaching 2 sessions/day, promptly report to competent authorities on issues beyond their authority.
The Ministry of Finance directs and guides localities to arrange state budget according to regulations to organize the implementation of teaching 2 sessions/day.
The People's Committees of provinces and centrally run cities are responsible for ensuring conditions to improve the quality of general education, including conditions for implementing 2-session teaching/day starting from the 2025-2026 school year at general education institutions in the area; developing plans to implement 2-session teaching/day in accordance with local conditions according to the guidance of the Ministry of Education and Training in the spirit of "6 clear: clear people, clear work, clear responsibility, clear authority, clear time, clear results."
The People's Committees of provinces and centrally-run cities shall proactively review, arrange and regulate teachers among educational institutions in the area to overcome the situation of local surplus and shortage of teachers. There shall be synchronous and effective solutions to recruit the right and sufficient teachers according to the number of positions assigned by competent authorities, not to let the situation of having positions but not recruiting occur; sign teaching contracts to promptly supplement the number of missing teachers according to regulations, not to let the arrangement and organization of the apparatus cause a shortage of teachers, affecting the learning of students.
In addition, prioritize local budget allocation, effectively integrate programs, projects, and plans to increase investment in facilities, teaching equipment, and funding for implementing 2-session teaching/day. Have a mechanism to mobilize groups of highly qualified human resources, artisans, artists, and professional athletes to participate in organizing educational activities in schools, especially in culture, arts, sports, and life skills; effectively promote local cultural institutions in organizing educational activities.
Promote socialization, encourage and create conditions for organizations and individuals to contribute and invest resources in education; issue guidance and direction documents so that educational institutions can proactively cooperate with universities, research institutions, vocational training institutions, enterprises, organizations and individuals to participate in appropriate educational activities to support the organization of teaching 2 sessions/day to ensure quality, efficiency, publicity and transparency, according to regulations.
Strengthening inspection, examination and evaluation of the results of organizing 2-session teaching/day; the use of socialized resources for educational institutions, ensuring educational goals, publicity, transparency and efficiency, not letting the arrangement of administrative units affect the direction of educational work in schools. Having plans and arranging the surplus facilities of administrative agencies due to the arrangement to supplement facilities, schools for the education and health sectors... not wasting people's money.
About organizing summer activities for preschool children and high school students
The Ministry of Education and Training provides specific instructions to localities to focus on directing implementation and regularly inspect, urge, and ensure that the organization of summer activities for children and students is truly safe, beneficial, and effective; promptly correct cases that do not comply with regulations, and strictly handle violations.
The Ministry of Education and Training and relevant ministries, agencies, and localities, according to their functions, tasks, and authority, shall seriously implement Official Dispatch No. 61/CD-TTg dated May 10, 2025 of the Prime Minister on organizing the High School Graduation Exam, ensuring the staffing of preschool and general education teachers, and summer vacation for children and students in 2025, in which attention should be paid to creating conditions for children and students to have fun, participate in cultural and artistic activities, physical training, and life skills during the summer in accordance with the conditions of each locality, to prevent accidents, injuries, and drowning.
The Ministry of Education and Training is responsible for guiding, inspecting, and urging relevant ministries, agencies, and localities to effectively implement this Directive; promptly reporting to competent authorities on issues beyond its authority.
Deputy Prime Minister Le Thanh Long directly directed the Ministry of Education and Training and relevant ministries, agencies and localities to carry out the above tasks and promptly handle any problems according to regulations.
The Government Office, according to its assigned functions and tasks, shall monitor and urge the implementation of this Directive, promptly coordinate closely with the Ministry of Education and Training to report to the Prime Minister on arising issues that exceed its authority as prescribed.
