Prime Minister Pham Minh Chinh: People's safety must be put first and foremost

Prime Minister Pham Minh Chinh gave a directive speech at the Forward Command Center.

Reporting at the meeting, the leader of the Ministry of Agriculture and Environment said: Storm No. 5 has a wide circulation, moves very quickly, has many favorable conditions to strengthen, causing a combined impact, not only threatening the sea route and the delta but also being very dangerous for the mountainous areas.

At sea there are very strong winds, big waves and rising water; on land there are strong winds, especially heavy rain, risk of widespread flooding, flash floods and landslides.

In terms of danger level, storm No. 5 is assessed to be not much less dangerous than storm Yagi 2024 in terms of strong winds and at least equal to, or even stronger than, storm No. 10-Doksuri in 2017, which caused severe damage in the Ha Tinh area. Disaster risk level 4 - very high.

Localities have proactively deployed response measures according to the telegrams of the Prime Minister and the Ministry of Agriculture and Environment, specifically:

Localities have issued directives; organized on-duty teams, monitored forecast and warning information and deployed storm response; organized working groups to go directly to the scene to inspect and review response work.

Direct the fisheries sector and local authorities to coordinate with the Border Guard to organize information, count, and call on ships operating at sea to know the storm's developments so they can proactively move to avoid it.

Deploy response plans in case of strong storms making landfall, focusing on evacuation plans, ensuring safety of dikes, dams, aquaculture and production protection.

To respond to storm No. 5, the Border Guard Command of Nghe An province has 1,500 officers and soldiers on standby along with dozens of vehicles of all kinds ready to carry out the mission.

According to the Border Guard's report, as of 4:00 p.m. on August 24, 59,617 vehicles/248,843 people had been notified, counted, and instructed about the storm's developments and direction so that they could proactively avoid it.

Eight provinces and cities have announced a ban on the sea since the afternoon of August 23, including: Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Tri, Hue, Da Nang and Quang Ngai. Provinces and cities from Thanh Hoa to Hue have organized reviews and implemented plans to evacuate people in dangerous and unsafe areas; a total of 90,285 households are expected to be evacuated.

Speaking at the meeting, the Prime Minister emphasized the spirit of "prevention is better than cure", requiring preparation at the highest level, especially in protecting people's lives.

Recalling the severe damage caused by natural disasters, especially to people in 2024 and the first months of 2025, the Prime Minister emphasized the consistent spirit in responding to storm No. 5 is to put people's safety first and foremost.

Therefore, localities and units must review and prepare plans to evacuate people from dangerous areas.

Commune authorities directed relevant forces to notify each household living in areas at risk of flooding, landslides, and flash floods to proactively prevent and ensure safety; at the same time, ensure logistics, necessities, and accommodation conditions for people at evacuation sites; and not allow people to return home until the storm has passed.

Check and proactively take measures to ensure the safety of reservoirs and downstream areas, especially small, important hydroelectric and irrigation reservoirs under construction; be ready to operate, regulate and handle situations.

Faced with the complex developments of storm No. 5, the Prime Minister requested all levels, sectors and localities to proactively prepare from today, with the highest preparedness spirit; at the same time, thoroughly review and be ready to activate response plans. The National Steering Committee for Civil Defense has established a Forward Command Center at the Military Region 4 Command, as the command center, closely coordinating with the Ministry of Agriculture and Environment and related forces.

The Prime Minister also requested localities and units to prepare forces, materials, means and resources to effectively carry out the work of overcoming the consequences immediately after the storm ends and the circulation caused by the storm.

The Prime Minister inspected storm prevention and control work at Cua Lo port and Nghi Quang boat anchorage, Nghe An province.

Immediately after the meeting, the Prime Minister personally inspected storm response work in a number of key areas.

Also attending were Party Central Committee members: Tran Duc Thang, Acting Minister of Agriculture and Environment; Senior Lieutenant General Nguyen Van Hien, Deputy Minister of National Defense and members of the Government delegation; leaders of Military Region 4 and Nghe An province.
