The Prime Minister requested relevant units and localities to study the construction of a subway or urban railway connecting Tan Son Nhat airport and Long Thanh airport.

The information was mentioned by Prime Minister Pham Minh Chinh in his concluding remarks at the 6th Conference of the Southeast Regional Coordination Council on August 2.

After the administrative boundary arrangement, the Southeast region now includes 3 provinces and cities: Ho Chi Minh City, Dong Nai, Tay Ninh, with an area of over 28,000 km2; population of nearly 21 million people. This is a region with a particularly important position, an economic locomotive, a growth pole for the country's development.

In the first 6 months of 2025, the GRDP scale of the Southeast region reached more than 1.12 million billion VND, ranking first among economic regions. The region continues to lead the country in the number of projects and total foreign direct investment capital, equivalent to nearly 24,000 projects and over 210 billion USD.

Ho Chi Minh City (new) alone has become the largest "megacity" in Vietnam, with a GRDP of over VND2.7 quadrillion, equivalent to USD113 billion, accounting for 23.6% of the country's GDP. This shows that Ho Chi Minh City's economic strength is enormous, an important driving force for the country's economic growth.

The Prime Minister emphasized that after one month of implementation, the revolution in organizational apparatus has been basically successful, with the nature of turning the situation around, transforming the state to enter a new era of development.

The Prime Minister requested the Steering Committee to complete the organizational structure of the Southeast Regional Council; research, develop and submit to the Politburo for promulgation a new Resolution or Conclusion on the development of the Southeast region in the era of national development. At the same time, review, update and propose mechanisms and policies for the Region.

The Head of Government especially requested that localities must have a common responsibility, together with Ho Chi Minh City to successfully implement the International Financial Center; make efforts to start construction of Ring Road 4 on August 19 and implement the Can Gio international transit port project, promoting the Long Thanh international airport project to basically complete in 2025.

Regarding regional transport projects such as Gia Nghia - Chon Thanh Expressway and Ho Chi Minh City - Moc Bai Expressway, the Prime Minister requested that construction begin immediately on August 19. The Ministry of Finance, together with agencies and provinces, must urgently review current problems and propose solutions to ensure timely implementation.

Along with that, localities should soon study the Loc Ninh – Bien Hoa railway (Dong Nai) connecting Cai Mep port and Can Gio port (HCMC). This is a very important railway for transporting goods.

With two international airports, Tan Son Nhat (HCMC) and Long Thanh (Dong Nai), the Prime Minister also requested research into building a subway or urban railway connection, facilitating passenger travel.

The Prime Minister requested and assigned 5 specific tasks to Ho Chi Minh City and the Southeast region along with ministries and branches in the coming time. In particular, the Ministry of Finance will preside over and work with localities to review and update the planning in accordance with the rearrangement of administrative units and new socio-economic zoning orientations, in line with the overall development of the country.

Ministries and branches continue to review the institutions related to Resolution 98 and the development of the Southeast Region. Any contents that need to be completed, supplemented, amended, or abolished should be promptly synthesized and proposed.

Mobilizing resources to realize planning and develop the Region, especially the participation of the private economic sector, taking the lead from state resources.

The Prime Minister affirmed that the Southeast region has new development space and new development conditions, and needs to train appropriate resources for development; development requires long-term vision, deep thinking, and bigger actions.

Finally, smart management, meeting new development requirements.

For Ho Chi Minh City in particular, the Prime Minister requested boldly removing difficulties and obstacles, promoting development creation mechanisms.

The city must set a target of 8.5% GRDP growth in 2025, of which the last 6 months of the year strive to reach 10.3%, to ensure the GDP growth target of 8.3-8.5% with the whole country. At the same time, maintain macroeconomic stability, control inflation, ensure social security, develop culture and entertainment...

The Prime Minister affirmed that the new space will create new momentum with new stature, position, and vision. Ho Chi Minh City has the ability to develop from its own hands, brains, land, sky, and sea. It must turn nothing into something, turn difficult into easy, turn impossible into possible to reach regional and world levels.
