The above content was mentioned by Prime Minister Pham Minh Chinh when speaking at the opening of the national conference on preparations for the 2025 high school graduation exam on the afternoon of June 18.
The Prime Minister emphasized the need to create the most favorable conditions for candidates and exam supervisors, ensuring equal access to disadvantaged groups, and leaving no one behind.
" Promote the highest sense of responsibility for the success of the exam, making this truly a festival for students, teachers, theeducation sector, the entire people and society, " the Prime Minister emphasized.

The Prime Minister stated that this year's exam takes place at a historic time when the whole country is rearranging local administrative boundaries, implementing a two-level local government model, and ending the operation of the district level.
There is just over a week left until the exam (scheduled for June 26-27), right before June 30 when the entire country simultaneously announces the organizational system and administrative units, putting them into operation simultaneously at the provincial and communal levels from July 1.
Therefore, localities must not let the exam be affected, ensuring it takes place normally, comprehensively, and synchronously; ministries, localities, and especially the grassroots level must participate in organizing the exam safely, seriously, thoughtfully, smoothly, compactly, publicly, transparently, and equally. The exam must be organized to ensure the highest quality, most objectively reflecting the quality of teaching and learning, ensuring the requirements and regulations set forth. Party committees, authorities, the Fatherland Front, and socio-political organizations must consider this an important task for June.
The Prime Minister affirmed that the high school graduation exam is an important "threshold"; it not only marks the "maturity" of students, but is also a "transitional" step that guides and shapes the future path of each student.
With the spirit of lifelong learning, the exam results reflect the process of training and continuous efforts over 12 years of study; at the same time, this is the basis for graduation consideration, an "entrance" condition for universities and colleges, opening up learning and career opportunities for the country's future generations.
The national conference was held for the Ministry of Education and Training, ministries, branches and localities to report, discuss and agree on the nationwide implementation of the 2025 High School Graduation Exam, with the spirit that next year must be better organized than the previous year.
The Prime Minister requested the Ministry of Education and Training to report on the implementation of major tasks for organizing the exam, especially the issuance of a system of documents and instructions for localities associated with the implementation of decentralization, delegation of authority, organization of two-level local government, exam work (according to the new and old programs), inspection, examination, supervision, shared infrastructure systems of the exam, coordination with central ministries, branches and localities.
Regarding ministries, agencies and localities, the Prime Minister requested reports on the leadership and direction of their units, especially in the context of the special situation with many new points; what difficulties and obstacles were encountered in the implementation process.
From there, propose specific tasks to ensure that the local exam is organized according to plan and instructions (preparation of facilities, human resources, resources; training of staff; ensuring safety, transportation, printing of exam papers; organizing exams, grading exams, etc.); security and safety work; medical work, disease prevention, ensuring food hygiene and safety; work to be ready to supply electricity and water; work to support students taking exams, especially students in remote areas, areas facing many difficulties, disadvantaged students, sick students, etc.
The Prime Minister noted that the Ministry of Agriculture and Environment and press and media agencies should promptly update weather and natural disaster situations.
