In his opening speech and direction for the Conference, Prime Minister Pham Minh Chinh stated that the 2025 High School Graduation Exam takes place at a historic time when the whole country is rearranging local administrative boundaries, implementing a two-level local government model, and ending the operation of the district level.
There is just over a week left until the exam (scheduled for June 26 and 27, 2025), right before June 30 when the whole country simultaneously announces the system of organizational apparatus and administrative units, putting them into operation simultaneously at the provincial and communal levels from July 1, 2025.
The Prime Minister emphasized the requirement to not affect the exam, to ensure that the exam takes place normally, comprehensively and synchronously; ministries, localities and especially the grassroots level participate in organizing the exam safely, seriously, thoughtfully, smoothly, compactly, publicly, transparently, equally and ensuring the highest quality, most objectively reflecting the quality of teaching and learning, ensuring the requirements and regulations set forth. Party committees, authorities, the Fatherland Front and socio -political organizations must consider this an important task for June.

The Prime Minister affirmed that the high school graduation exam is an important "threshold"; it not only marks the "maturity" of students, but is also a "transitional" step that guides and shapes the future path of each student.
With the spirit of lifelong learning, the exam results reflect the process of training and continuous efforts over 12 years of study; at the same time, this is the basis for graduation consideration, an "entrance" condition for universities and colleges, opening up learning and career opportunities for the country's future generations.
"We must ensure equal access to education according to each person's circumstances, conditions and abilities, and regardless of circumstances, conditions and abilities, the Party and State are always concerned. Every year, the exam always receives deep attention from the Government, the Prime Minister and the entire political system, all levels, sectors, localities and the whole society - every household and every person follows, accompanies, and creates all favorable conditions for students to confidently and confidently enter the exam" - the Prime Minister emphasized.
The Prime Minister requested the Ministry of Education and Training to report on the implementation of major tasks for organizing the exam, especially the issuance of a system of documents and instructions for localities associated with the implementation of decentralization, delegation of power, organization of two-level local government, exam work (according to the new and old programs), inspection, examination, supervision, shared infrastructure systems of the exam, coordination with central ministries, branches and localities.
Ministries, agencies and localities report on the leadership and direction of their units, especially in the context of the special situation with many new points; what difficulties and obstacles are encountered in the process of organization and implementation; propose specific tasks to ensure that the local exam is organized according to plan and instructions (preparation of facilities, human resources, resources; training of staff; ensuring safety, transportation, printing of exam papers; organizing exams, grading exams, etc.); security and safety work; medical work, disease prevention, ensuring food hygiene and safety; work on electricity and water supply readiness; backup plans, response work in case of severe weather, natural disasters, floods, heat waves, etc.; work to support students taking exams, especially students in remote areas, areas facing many difficulties, disadvantaged students, and sick students; The participation of political and social organizations, Youth Union to support students, help with exam season...
The Prime Minister noted that the Ministry of Agriculture and Environment and press and media agencies should promptly update weather and natural disaster situations.
The Prime Minister emphasized the spirit of creating the most favorable conditions for candidates and invigilators, ensuring equal access to disadvantaged groups, leaving no one behind; promoting the highest sense of responsibility for the success of the exam, making it a true festival for students, teachers, the education sector, the entire people and society.
