Passed 11 Resolutions at the 26th Session (Special Session) of the 16th Hai Phong City People's Council

At the meeting, the City People's Council reviewed the Proposals of the City People's Committee, the Inspection Reports of the City People's Council Committees, and the draft Resolutions submitted by the Session Secretary. The City People's Council delegates upheld their sense of responsibility, carefully studied the issues, and voted and unanimously passed 11 thematic Resolutions, including:

(1) Abolish Resolution No. 01/2025/NQ-HDND dated February 20, 2025 of the City People's Council on additional support policies for cadres, civil servants, public employees, and workers under the city's management in implementing the reorganization of the apparatus and administrative units of the political system in Hai Phong city.

(2) Detailed regulations on some expenditure levels for the Militia and Self-Defense Forces in Hai Phong city.

(3) Provide financial support for the City Police to perform the task of ensuring security, order and social safety in the city.

(4) Adjust the list of projects and works requiring land recovery and the list of projects and works converting the purpose of using rice-growing land and protective forest land in the city in 2025.

(5) Adjust and supplement the List of land plots for bidding for investment projects using land in Hai Phong city in the period 2025-2026 (2nd time).

(6) Approve the settlement of state budget revenue in the area; settle local budget revenue and expenditure in 2024.

(7) Regulations on fee and charge levels under the authority of the City People's Council for the implementation of online administrative procedures in Hai Phong city.

(8) The policy assigns the People's Committee of Hai Phong city as the competent authority to implement the Ninh Binh - Hai Phong expressway construction investment project, the section through Hai Phong city and 09 km in Thai Binh province.

(9) Investment policy of the project to invest in building a road connecting National Highway 5 with National Highway 10 through Kien An district.

(10) Adjusting the investment policy of the Ring Road 2 construction investment project, Tan Vu - Hung Dao - Bui Vien section.

(11) Adjusting the investment policy of the Project to invest in building technical infrastructure for the new urban area North of Cam River.

Chairman of the City People's Council Pham Van Lap delivered a closing speech at the meeting.

In order for the resolutions of the City People's Council to soon come into effect, in his closing speech at the Session, Chairman of the City People's Council Pham Van Lap requested: The City People's Committee promptly organizes the implementation of the Resolutions in accordance with legal regulations and instructions of the Central agencies, in accordance with the city's reality; continues to review necessary contents to submit to the City People's Council for consideration and resolution according to its authority, before merging Hai Duong with Hai Phong, to ensure that the city's socio-economic development is not interrupted in accordance with the Central's direction. The Committees, Delegation Groups and City People's Council delegates are requested to actively monitor the implementation process, promptly reflect difficulties and obstacles, and propose appropriate solutions./.
