On Wednesday, June 25, 2025, the 9th Session of the 15th National Assembly continued its thirty-fourth working day at the National Assembly House, Hanoi, chaired by National Assembly Chairman Tran Thanh Man.

In the morning, under the direction of Vice Chairman of the National Assembly Nguyen Khac Dinh, the National Assembly held a plenary session in the hall to vote and pass the following Laws and Resolutions:

Content 1: The National Assembly listened to the Government Inspector General Doan Hong Phong present a report explaining, accepting and revising the draft Law on Inspection (amended). Then, the National Assembly voted to pass this Law by electronic voting. The results were as follows: 445 delegates participated in the vote (equal to 93.10% of the total number of National Assembly delegates); 443 delegates approved (equal to 92.68% of the total number of National Assembly delegates); 2 delegates did not approve (equal to 0.42% of the total number of National Assembly delegates).

Content 2: The National Assembly listened to Chief Justice of the Supreme People's Court Le Minh Tri present a Report on explanation, acceptance and revision of the draft Law amending and supplementing a number of articles of the Civil Procedure Code, the Administrative Procedure Law, the Juvenile Justice Law, the Bankruptcy Law and the Law on Mediation and Dialogue at Court. The National Assembly then voted to pass this Law by electronic voting. The results were as follows: 448 delegates participated in the vote (equal to 93.72% of the total number of National Assembly delegates); 446 delegates approved (equal to 93.31% of the total number of National Assembly delegates); 2 delegates did not vote (equal to 0.42% of the total number of National Assembly delegates).

Content 3: The National Assembly listened to the Minister of Justice Nguyen Hai Ninh present a report explaining, accepting and revising the draft Law amending and supplementing a number of articles of the Penal Code. After that, the National Assembly voted to pass this Law by electronic voting. The results were as follows: 439 delegates participated in the vote (equal to 91.84% of the total number of National Assembly delegates); 429 delegates approved (equal to 89.75% of the total number of National Assembly delegates); 2 delegates did not approve (equal to 0.42% of the total number of National Assembly delegates); 8 delegates did not vote (equal to 1.67% of the total number of National Assembly delegates).

Content 4: The National Assembly listened to the Minister of Justice Nguyen Hai Ninh present a Report explaining, accepting and revising the draft Law amending and supplementing a number of articles of the Law amending and supplementing a number of articles of the Law on Promulgation of Legal Normative Documents. The National Assembly then voted to pass this Law by electronic voting. The results were as follows: 434 delegates participated in the vote (equal to 90.79% of the total number of National Assembly delegates); 432 delegates approved (equal to 90.38% of the total number of National Assembly delegates); 2 delegates did not approve (equal to 0.42% of the total number of National Assembly delegates).

Content 5: The National Assembly listened to the Minister of Justice Nguyen Hai Ninh present a report explaining, accepting and revising the draft Law amending and supplementing a number of articles of the Law on Handling of Administrative Violations. The National Assembly then voted to pass this Law by electronic voting. The results were as follows: 435 delegates participated in the vote (equal to 91.00% of the total number of National Assembly delegates); 435 delegates approved (equal to 91.00% of the total number of National Assembly delegates).

Content 6: The National Assembly listened to the Secretary General of the National Assembly - Head of the National Assembly Office Le Quang Tung present a Report explaining, accepting and revising the draft Resolution of the National Assembly amending and supplementing a number of articles of the Regulations of the National Assembly session issued together with Resolution No. 71/2022/QH15 of the National Assembly. Then, the National Assembly voted to pass this Resolution by electronic voting. The results were as follows: 436 delegates participated in the vote (equal to 91.21% of the total number of National Assembly delegates); 434 delegates approved (equal to 90.79% of the total number of National Assembly delegates); 1 delegate did not approve (equal to 0.21% of the total number of National Assembly delegates); 1 delegate did not vote (equal to 0.21% of the total number of National Assembly delegates).

Under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly held a plenary session in the hall to vote and pass the following Laws:

Content 7: The National Assembly listened to the Minister of Finance Nguyen Van Thang present the Report on explanation, acceptance and revision of the draft Law on State Budget (amended). Then, the National Assembly voted to pass this Law by electronic voting. The results were as follows: 430 delegates participated in the vote (equal to 89.96% of the total number of National Assembly delegates); 426 delegates approved (equal to 89.12% of the total number of National Assembly delegates); 2 delegates did not approve (equal to 0.42% of the total number of National Assembly delegates); 2 delegates did not vote (equal to 0.42% of the total number of National Assembly delegates).

Content 8: The National Assembly listened to Minister of Finance Nguyen Van Thang present a report explaining, accepting and revising the draft Law amending and supplementing a number of articles of the Law on Bidding; Law on Investment under the public-private partnership model; Law on Customs; Law on Value Added Tax, Law on Export Tax and Import Tax; Law on Investment; Law on Public Investment; Law on Management and Use of Public Assets. Then, the National Assembly voted to pass this Law by electronic voting. The results were as follows: 434 delegates participated in the vote (equal to 90.79% of the total number of National Assembly delegates); 432 delegates approved (equal to 90.38% of the total number of National Assembly delegates); 2 delegates did not vote (equal to 0.42% of the total number of National Assembly delegates).

Under the direction of National Assembly Chairman Tran Thanh Man, the National Assembly carried out the following contents:

The National Assembly met separately to listen to the report of the Standing Committee of the National Assembly member Nguyen Thanh Hai on the explanation and acceptance of the opinions of the National Assembly deputies discussing in the Delegation on the dismissal of Mr. Y Thanh Ha Nie K'dam from the position of member of the Standing Committee of the National Assembly, the position of Chairman of the Nationalities Council of the 15th National Assembly for Mr. Y Thanh Ha Nie K'dam and the number of members of the Standing Committee of the 15th National Assembly. The National Assembly established the Ballot Counting Committee; decided on personnel work within its authority by secret ballot; listened to the Ballot Counting Committee announce the results of the vote counting.

The National Assembly listened to the General Secretary of the National Assembly - Head of the National Assembly Office Le Quang Tung present the draft Resolution of the National Assembly on the dismissal of Mr. Y Thanh Ha Nie K'dam from the position of Member of the National Assembly Standing Committee and the position of Chairman of the Nationalities Council of the 15th National Assembly. After that, the National Assembly voted to pass the Resolution by electronic voting, with the following results: 406 delegates participated in the vote (equal to 84.94% of the total number of National Assembly delegates); of which, 406 delegates approved (equal to 84.94% of the total number of National Assembly delegates, equal to 100% of the total number of National Assembly delegates present).

Under the chairmanship of National Assembly Chairman Tran Thanh Man, the National Assembly held a plenary session in the hall, listening to Vice Chairman of the National Assembly Nguyen Thi Thanh, on behalf of the National Assembly Standing Committee, present the Report on the proposal to establish the National Election Council. Afterwards, the National Assembly discussed and reached high consensus on the content of the Report of the National Assembly Standing Committee on the proposal to establish the National Election Council.

The National Assembly listened to the General Secretary of the National Assembly - Head of the National Assembly Office Le Quang Tung present the draft Resolution of the National Assembly on the number of members of the Standing Committee of the 15th National Assembly. The National Assembly then voted to pass the Resolution by electronic voting, with the following results: 422 delegates participated in the vote (equal to 88.28% of the total number of National Assembly delegates); of which, 422 delegates approved (equal to 88.28% of the total number of National Assembly delegates, equal to 100% of the total number of National Assembly delegates present).

The National Assembly listened to the General Secretary of the National Assembly - Head of the National Assembly Office Le Quang Tung present the draft Resolution of the National Assembly on the establishment of the National Election Council. The National Assembly then voted to pass the Resolution by electronic voting, with the following results: 426 delegates participated in the vote (equal to 89.12% of the total number of National Assembly delegates); of which, 425 delegates approved (equal to 88.91% of the total number of National Assembly delegates); 1 delegate did not vote (equal to 0.21% of the total number of National Assembly delegates).

- Under the direction of Vice Chairwoman of the National Assembly Nguyen Thi Thanh, the National Assembly listened to Member of the National Assembly Standing Committee Nguyen Thanh Hai present the Reports on the election of the Chairman of the National Election Council, the election of members of the National Assembly Standing Committee and the Chairman of the Ethnic Council of the 15th National Assembly. After that, the National Assembly discussed in Delegations on the above contents.

In the afternoon, under the direction of Vice Chairwoman of the National Assembly Nguyen Thi Thanh, the National Assembly held a separate meeting to carry out the following contents:

The National Assembly listened to National Assembly Standing Committee member Nguyen Thanh Hai report on the results of discussions at the Delegation and explain and accept the opinions of National Assembly deputies on the expected personnel to elect the Chairman of the National Election Council and other expected personnel work under his authority.

The National Assembly voted to approve the list to elect the Chairman of the National Election Council for Mr. Tran Thanh Man, Politburo member, Chairman of the National Assembly by electronic voting, with the following results: 430 delegates participated in the vote (equal to 89.96% of the total number of National Assembly delegates); of which, 430 delegates approved (equal to 89.96% of the total number of National Assembly delegates, equal to 100% of the total number of National Assembly delegates present).

The National Assembly voted to approve the list to elect members of the Standing Committee of the 15th National Assembly for Mr. Lam Van Man, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the 15th National Assembly Delegation of Soc Trang province and Mr. Hoang Duy Chinh, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the 15th National Assembly Delegation of Bac Kan province by electronic voting, the results were as follows: 437 delegates participated in the vote (equal to 91.42% of the total number of National Assembly delegates); of which, 436 delegates approved (equal to 91.21% of the total number of National Assembly delegates), and 1 delegate did not vote (equal to 0.21% of the total number of National Assembly delegates).

The National Assembly voted to approve the list to elect Mr. Lam Van Man as Chairman of the Ethnic Council of the 15th National Assembly by electronic voting, with the following results: 433 delegates participated in the vote (equal to 90.59% of the total number of National Assembly delegates); of which, 432 delegates approved (equal to 90.38% of the total number of National Assembly delegates), and 1 delegate did not vote (equal to 0.21% of the total number of National Assembly delegates).

The National Assembly elects the Chairman of the National Election Council, members of the Standing Committee of the 15th National Assembly, and Chairman of the Ethnic Council of the 15th National Assembly by secret ballot.

- Under the direction of Vice Chairman of the National Assembly Nguyen Khac Dinh, the National Assembly held a plenary session in the hall to discuss the draft Law on Mutual Legal Assistance in Civil Matters. At the discussion session, three National Assembly deputies spoke; the deputies' opinions highly appreciated and expressed agreement with the contents of the draft Law; at the same time, the deputies focused on deepening the contents on: application of foreign laws; language in the dossier of mutual legal assistance in civil matters; receiving and implementing Vietnam's request for mutual legal assistance in civil matters; summoning and protecting witnesses and experts; legal value of Vietnam's results of mutual legal assistance in civil matters; authority to request mutual legal assistance in civil matters of Vietnam; returning the dossier of request for mutual legal assistance in civil matters; method of implementing Vietnam's request for mutual legal assistance in civil matters; collecting evidence and taking statements online of Vietnam; implementing other requests for mutual legal assistance in civil matters of Vietnam; implementing requests for civil judicial assistance in the electronic environment; postal services for delivering foreign documents; funding for ensuring civil judicial assistance; supplementing the principle of reciprocal civil judicial assistance. At the end of the discussion session, Minister of Justice Nguyen Hai Ninh spoke to explain and clarify a number of issues raised by National Assembly deputies.

- Under the direction of Vice Chairwoman of the National Assembly Nguyen Thi Thanh, the National Assembly met separately to conduct personnel work within its authority.

The National Assembly listened to the Counting Committee report the vote counting results.

The National Assembly listened to the Secretary General of the National Assembly - Head of the National Assembly Office Le Quang Tung present the draft Resolutions of the National Assembly to elect the Chairman of the National Election Council, members of the Standing Committee of the 15th National Assembly, and Chairman of the Ethnic Council of the 15th National Assembly.

The National Assembly voted to pass the Resolution of the National Assembly to elect the Chairman of the National Election Council by electronic voting, with the following results: 435 delegates participated in the vote (equal to 91.00% of the total number of National Assembly delegates); of which, 435 delegates approved (equal to 91.00% of the total number of National Assembly delegates, equal to 100% of the total number of National Assembly delegates present).

The National Assembly voted to pass the Resolution of the National Assembly to elect members of the Standing Committee of the 15th National Assembly by electronic voting, with the following results: 435 delegates participated in the vote (equal to 91.00% of the total number of National Assembly delegates); of which, 435 delegates approved (equal to 91.00% of the total number of National Assembly delegates, equal to 100% of the total number of National Assembly delegates present).

The National Assembly voted to pass the Resolution of the National Assembly to elect the Chairman of the Ethnic Council of the 15th National Assembly by electronic voting, with the following results: 435 delegates participated in the vote (equal to 91.00% of the total number of National Assembly delegates); of which, 434 delegates approved (equal to 90.97% of the total number of National Assembly delegates), and 1 delegate did not vote (equal to 0.21% of the total number of National Assembly delegates).

The National Assembly listened to Chairman of the National Election Council Tran Thanh Man present a report on the proposal for the National Assembly to ratify the list of Vice Chairmen and members of the National Election Council. After that, the National Assembly discussed in Delegations the proposal to ratify the list of Vice Chairmen and members of the National Election Council.

- Under the direction of Vice Chairman of the National Assembly Vu Hong Thanh, the National Assembly held a plenary session in the hall, discussing: funding for drug rehabilitation facilities and policies and regimes to support officials, workers and civil servants working in drug rehabilitation; supplementing the investment form for the North-South high-speed railway project; and solutions to continue implementing planning work associated with the arrangement of administrative units while the Law on Planning (amended) has not been promulgated. At the discussion session, delegates highly agreed with the Government's Submission.

On Thursday, June 26, 2025, in the morning, the National Assembly held a plenary session in the hall, carrying out the following contents: Voting to pass the Law on Personal Data Protection; listening to the Chairman of the National Election Council report on the results of the discussion in the Delegation on the proposal to approve the list of Vice Chairmen and members of the National Election Council. After that, the National Assembly approved the list of Vice Chairmen and members of the National Election Council by secret ballot; discussing in the hall the draft Law on State of Emergency; listening to the Vote Counting Committee report on the vote counting results.

The National Assembly discussed and voted to approve the Resolution of the National Assembly approving the list of Vice Chairmen and members of the National Election Council. Next, the National Assembly held a separate meeting to listen to the presentation of the Proposal and the Verification Report on the arrangement of sources for payment of debts under the Government's responsibility at the Shipbuilding Industry Corporation (SBIC). After that, the National Assembly discussed in the hall on the arrangement of sources for payment of debts under the Government's responsibility at the Shipbuilding Industry Corporation (SBIC).

In the afternoon, the National Assembly held a plenary session in the hall, carrying out the following contents: voting to pass the National Assembly's Resolution on exemption of agricultural land use tax; Law on Participation in the United Nations Peacekeeping Force; Resolution of the National Assembly on exemption and support of tuition fees for preschool children, general education students, and those studying general education programs at educational institutions in the national education system; Resolution of the National Assembly on universalizing preschool education for preschool children from 3 to 5 years old. Discussion in the hall on the draft Law on Transfer of Persons Serving Prison Sentences.
